- VA245-12-B-0291 - The Department of Veterans Affairs Medical Center, 50 Irving Street, NW, Washington DC 20422 is seeking a construction contractor to furnish and install all labor, tools, materials, equipment, supplies and supervision necessary to perform work titled 4E Patient Ward Renovation & Expansion in accordance with the drawings and specifications. Work includes, but is not limited to, renovation and expansion of approx. 20,000 square feet renovation of interior space and approx. 2450 square feet of new construction (expansion). The renovated and expanded ward will provide full range of inpatient care for veterans. Work is located but not limited to the following areas: on the fourth floor of Building E; on the fourth floor of Building A (immediately adjacent to 4E ward and at the three-bank elevators); at Stairs #1 and #9; on existing Roof level of building E; above the ceiling at levels 3E; and throughout the facility for systems tie-ins such as pneumatic tube system and nurse call system. Asbestos abatement will be required for ACM identified in drawings and specifications. The work shall include necessary removal of existing structures and construction in order to install new work. The work will include alterations, mechanical and electrical work, millwork, utility systems and asbestos abatement. Regular work hours are Monday-Friday 6am-6pm. Spaces other than 4E adjacent to and immediately below the construction site WILL BE OCCUPIED DURING CONSTRUCTION. There are two deduct items that will be identified in the statement of the bid, specifications and drawings. Contractor will be required to submit a plan with their schedule of values/progress chart to include: safety precautions, fall protection, infection control, OSHA compliance with construction, directional signage, construction signs, decorative wall wraps while under construction. Parking for contractors is not permitted on the VAMC/DC facility. Detailed construction logistics will be addressed in the specifications and at the pre-construction meeting. Contractor shall maintain their own dumpster at an approved location for removal of waste materials. Strict duct control measures must be adhered to regarding demolition and removal of materials. All construction areas must be kept locked and secured. Contractors must wear VA identification badges while working at the VAMC/DC. ID badge requirements take approximately 40-60 days for final approval and all contractors MUST submit TB testing at the Office of Occupational Health prior to start of any work. Construction cost range is $5,000,000.00-$10,000,000.00. NAICS: 236200, size standard: $33.5 million. The firm must be a General Construction firm with the ability to obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Prospective contractors must be registered and verified in VetBiz (see class deviation from VAAR 819.7003 signed 06012012 and contained in solicitation documents). A Joint Venture Agreement or Teaming Agreement must be submitted with the bid and conform to all requirements. There will be one pre-bid site visit on August 6, 2012 @ 10:00am. Report to FMS Conference Room BH132. Contractors will be escorted by CO/COTR. All questions generated from the site visit or from review of specifications and drawings shall be submitted in writing on company letterhead to the contracting officer (email address: shari.kesecker@va.gov) NO LATER THAN AUGUST 14, 2012. No questions will be answered if received after 8/14/12 COB. The base bid completion time is approx. 365 calendar days ARO NTP. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitation will be issued on or about July 27, 2012. Approximate Bid Opening Date is September 7, 2012 at 2pm Local Time (EST). This is a firm fixed-price construction contract. A public bid opening will be made at the VA EDICAL CENTER, 510 BUTLER AVENUE, BUILDING 308B CONFERENCE ROOM, MARTINSBURG, WV 25405. THIS IS A SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE.
