Description
REQUEST FOR INFORMATION 1.0 DESCRIPTION 1.1 The NAFI Contracting Office is issuing this Request for Information (RFI) in support of Naval Support Activity Norfolk Naval Shipyard (NSA-NNSY) in seeking information on how an interested contractor could provide a method for employees to purchase safety shoes from online kiosks located at NSA-NNSY, or from a personal computer at work or home. NAICS Code 39113 Personal Safety Devices. 1.2 THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges to NAFI will arise as a result of a contractor's submission to this RFI, or NAFI'S use of such information. NAFI reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded from this announcement. Data submitted in response to this RFI will not be returned. Information is being requested in order to make potential future requirements better for industry and NAFI. 2.0 STATEMENT OF OBJECTIVES 2.1 Purpose Provide employees working at NSA-NNSY the opportunity to purchase safety shoes online from a single approved source of supply. 2.2 Background Currently employees purchase safety shoes from an on-site Civilian Morale, Welfare, and Recreation (CMWR) retail outlet. They are provided a funded voucher to purchase shoes from CMWR. Employees are responsible for paying the difference for shoes purchased that cost more than $95. Employees will be reimbursed for the purchase shoes (up to $95) from sources other than CMWR. All safety shoe purchases will be authorized by the employee's immediate supervisor. The ability to purchase safety shoes online will give employees a convenient option in addition to the CMWR retail outlet facility. 2.3 Scope The Contractor shall provide the necessary kiosks (at no cost to the government) and processes to ensure that only employee's who have the proper authorization may purchase the shoes. 2.4 Period and Place of Performance Complete installation of four (4) kiosks 30 days after receipt of award. The place of performance shall be at various locations aboard NSA-NNSY. 2.5 General Requirements 1) Employee access to safety shoe kiosks "24/7" 2) Purchase process "easy" for customers 3) Cost share fee to Civilian MWR based on sales 4) Process that only allows authorized personnel to purchase shoes 5) Unlimited inventory (access to catalog) 6) Orders shipped to work or home to be shipped within 72 hours to the employee's address of choice. 7) Ability to order shoes from home or work computer 8) Process for US Government "to pay" for shoes rather than employee 9) Process where employees pay the difference if shoes are greater than $95 2.6 Required Deliverables A system that will provide employees working at NSA-NNSY the opportunity to purchase safety shoes online from a single approved source of supply. 2.7 Performance Objectives Complete installation of four (4) kiosks 30 days after receipt of award. (End of Statement of Objectives) 3.0 RESPONSES 3.1 Responses to this RFI should not exceed fifty (50) pages and must contain the following information: (a) Capability statement which includes information on the type of technology used. (b) Pricing information. (c) Service history. (d) Technology Readiness Level (TRL) if not a fielded system. (e) Delivery schedule. (f) Clearly mark any information that is proprietary. (g) Offerors should have production representative systems that will be available for evaluation by 30 days after contract award. 3.1.1 Responses are due by 15 July 2012. NAFI does not guarantee that questions received after 6 July 2010 will be answered. 3.0 SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide a contractor that has a method for employees to purchase safety shoes from online kiosks located at NSA-NNSY, or from a personal computer at work or home. NOTE: This Request for Information is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of NAFI to procure these items or to issue a solicitation. In addition, NAFI is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers.
