Description
Sources Sought for Design-Build Services for New Hangar and Administrative Support Facilities, Rafael Hernandez Airport, Aguadilla Air Unit, Aguadilla, Puerto Rico. This is a Sources Sought Synopsis for Small Business concerns, as identified in FAR Part 19.102, for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The General Services Administration, Public Buildings Service, Special Programs Division, is seeking possible sources to provide design-build services under the North American Industry Classification System (NAICS) 236220, Commercial and Institutional Building Construction. The small business size standard associated with NAICS 236220 is $33.5 Million (effective August 22, 2008), which means that a company, including its affiliates, would be considered a "small business" if their average annual gross receipts does not exceed $33.5 Million for the past three years. If a company has not been in business for three years, the average weekly revenue for the number of weeks the company has been in business is multiplied by 52 to determine the average annual receipts. Place of Performance: Aguadilla, Puerto Rico. Restriction: Contractor must either be located in Puerto Rico or demonstrate the ability to perform design and construction services in Puerto Rico at a fair and reasonable price. The purpose of this notice is to seek possible small business contractors capable of providing design and construction services to support the Department of Homeland Security, U.S Customs and Border Protection, Air and Marine Facilities, in Aguadilla, Puerto Rico. The work will consist of services to include, but not be limited to, the design and construction of a 22,792 s.f. maintenance hangar, a 9,597 s.f. administrative support facility, and an open hangar area with fifteen (15) parking spaces. The entire project will total 136,000 s.f., providing the U.S. Customs and Border Protection with a turnkey facility. Additionally, the existing facility will be integrated in some systems with the new facility (i.e., fire suppression). The new construction area is located in close proximity to a hangar (#574) and will partially replace the existing parking lot. The hangar shall be designed to accommodate six (6) aircraft. The project is located in an active airport and will require the coordination and phasing of all work so as not to disturb existing operations. The contractor will be required to work with the U.S. Government and the local Puerto Rican government to ensure compliance with all applicable requirements. The new facility will include security measures; as such, previous experience with Federal security standards is desired. The goal of this project is for the design and construction of this facility to meet the certification standards of "Gold" in the Leadership in Energy and Environmental Design (LEED) rating system. The following constraints are acknowledged: 1. Design and construction activities must adhere to airport standards. 2. Approvals may be required for design and construction by local airport authority. 3. All final design work will require approval by FAA and local airport authority prior to start of construction. 4. Construction will occur within a secure area. 5. Environmental compliance will be accomplished prior to construction. 6. Design and construction shall meet local, severe storm, and hurricane standards. Type of Contract: The resulting contract type will be Firm-Fixed-Price. The total contract period of performance, to include the completion and approval of 100% design documents and construction, will be approximately two (2) years from the date of contract award. The estimated magnitude of the requirement is in the price range of $5 Million to $10 Million. Interested parties are requested to submit the following information in response to this Notice: 1. A Corporate Capability Statement, in writing, addressing your capability to provide design-build services in Puerto Rico for this project. Demonstrate that your firm has the personnel necessary (or the ability to obtain them) to perform the type of services sought by this notice and to meet the requirement at FAR 52.219-14, Limitations on Subcontracting. If you are responding to this notice from outside the geographic location of the work (Puerto Rico), please provide a narrative detailing how you would perform the work in the Commonwealth of Puerto Rico at a fair and reasonable price to the Government. Your statement of capability shall address, at a minimum, the following contractor information: a. Contractor/Firm Name b. Address c. Point of contact (POC) d. POC phone number(s) and e-mail address(es) e. DUNS number f. Small business size eligibility (less than $33.5Million in annual receipts - see above) The statement of capability submitted shall be on no more than one (1) page. 2. A listing of at least two (2) similar projects substantially completed within the past five (5) years that your firm has performed that are of similar size, scope, and complexity to this project. A similar project is identified as one that is comparable in magnitude, scope, complexity, and duration to the requirements as defined by this notice. Any proprietary information shall be marked as such.   In your description, please identify the following: a. Whether the project was for U.S. Government or other government/ commercial purposes. b. Whether the project was for design-build services. c. Whether the project involved the design/construction of airport hangars. d. Whether the project was located in the Commonwealth of Puerto Rico. e. The dollar value of the project. The listing of two similar projects shall be on no more than one (1) page. 3. A letter from your bonding company identifying your firm's per project and aggregate bonding capacity in providing Bid, Performance, and Payment Bonds. Per project bonding should be at least $7.5 Million. The bonding letter shall be on no more than one (1) page. THIS IS NOT A REQUEST FOR PROPOSALS. Any information provided by industry to the Government as a result of this Sources Sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of an acquisition strategy and a future Request for Proposals (RFP). This notice is for planning purposes only and is a market research tool to determine availability and adequacy of potential small business sources. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of GSA's evaluation of the information received. Should such a requirement fail to materialize, no basis for claims against the Government shall arise as a result of a response to this notice.
