Description
MAGNITUDE OF PROJECT : $30,000-$100,000. AWARD : Availability of funds (FAR Clause 52.232-18). BASIS FOR AWARD : LOWEST PRICE TECHNICALLY ACCEPTABLE REPRESENTING BEST VALUE. Award shall be made to the contractor whose proposal is deemed to offer the most advantages to the Government within the funds determined to be available at time of award. In all cases the same line items will be compared to determine the lowest cost. QUESTIONS AND ANSWERS : All questions and answers must be in writing. Email all questions to tim.whitman@us.army.mil. Answers will be provided with questions, on a non-attribution basis, as an ammendment to this solicitation. Tuesday 12 June, 2012 at 1 p.m. (Eastern) is the last date/time questions will be taken on this project. Note: The Government intends to evaluate proposals and award without discussions with Offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government reserves the right to reject any or all proposals at any time prior to award; negotiate with any or all Offerors; award a contract to other than the Offerors submitting the highest technically rated; and award contracts to Offerors submitting a proposal determined by the Government to be the most advantageous (best value) to the Government. Note: The government intends on awarding to a single Offeror. Note: The government reserves the right to make award by line item and award to multiple Offerors if determined in its best interest. Note: The Government reserves the right to award individual line items as separate Task Orders as funding becomes available within the acceptance period. Proposals : No proposal format provided; should be on company letterhead and limited to 10 pages. Pricing should be listed by CLIN, see RFP attached.
