Description: Z - Upgrade Automatic Transfer Switches St Cloud MN 100% SDVOSB Set-aside Upgrade Automatic Transfer Switches Proj# 656-12-193 AMENDMENT 003 TO VA263-12-B-0497 BEGINS The purpose of this amendment is to issue clarifications and changes to the solicitation. 1.Attachment titled "S02 VA-TRANS SWITCH-DRWG E3.0_6OF8" is changed as per the attached document "VA263-12-B-0497 Amendment No3". 2.QUESTION: Will an overcurrent device coordination study or flash hazard labels be required for this project? ANSWER: No. Supplemental Overcurrent Protection Studies and Arc Flash Studies are not within the scope of this project. AMENDMENT 003 TO VA263-12-B-0497 ENDS AMENDMENT 002 TO VA263-12-B-0497 BEGINS ADDITIONAL CHANGES TO THIS SOLICITATION ARE EXPECTED TO BE POSTED ON FRIDAY, JUNE 8, 2012. THE CLOSING DATE AND TIME FOR SUBMISSION OF BIDS IS EXTENDED. Bids must be received not later than 3:00 pm Friday, June 15, 2012. Offerors must acknowledge receipt of this amendment in Block 19 of the SF 1442 submitted with their bid. Bids already submitted to meet the response date of June 8 will be held unopened until bid opening on June 15. Contractors have the right to submit revised bids but all bids must be received before the stated bid closing time and date. In the case that two bids are received from a contractor prior to bid opening the one received the latest will be the one considered. A revised cover page to the solicitation document is attached. The original cover mistakenly identified the solicitation as a design-build project calling for proposals. THIS SOLICITATION IS AN INVITATION FOR BIDS. The corrected text is highlighted in yellow on the cover. AMENDMENT 002 TO VA263-12-B-0497 ENDS AMENDMENT 001 TO VA263-12-B-0497 BEGINS The purpose of this amendment is to respond to questions and clarifications raised in the Site Visit conducted May 17, 2012. A list of questions and additional information follows. The closing date and time for submission of proposals is unchanged. Bids must be received not later than 3:00 pm Friday, June 8, 2012. CLARIFICATIONS 1.BIDS ARE TO BE SUBMITTED TO THE MINNEAPOLIS ADDRESS SHOWN IN Block 7 OF THE SF1442 AND MARKED TO THE ATTENTION OF KATHRYN CROWTHERS. 2.Any questions related to this solicitation must be submitted via email to kathryn.crowthers@va.gov not later than 4:00 p.m. Wednesday, May 30 and will be answered via a solicitation amendment. The government reserves the right to answer questions after that date on a case by case basis. QUESTIONS 1.Are there any onsite staging areas? ANSWER: No. 2.Does the VA have a preference for works scheduled outside normal work hours to be done at night or on weekends? ANSWER: Work hours are detailed in the spec book and also in the schedules on the drawings. Regular work hours are 8:00 a.m. through 4:30 p.m. Monday through Friday excluding Federal Holidays. Any work outside regular hours must be coordinated and approved in advance with the COTR. ADDITIONAL INFORMATION 1.ALL AMENDMENTS MUST BE ACKNOWLEDGED ON THE SF1442 SUBMITTED WITH THE BID. 2.This acquisition is a 100% set aside for Service Disabled Veteran Owned Small Businesses. Bids will not be accepted from bidders that are not SDVOSBs and registered in VetBiz. AMENDMENT 001 TO VA263-12-B-0497 ENDS THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE IAW PL 109-461. Interested Service Disabled Veteran Owned (SDVOSB) contractors shall find the complete project details in this solicitation including drawings and specifications. SCOPE: Contractor shall furnish all labor, materials, tools and equipment required for the construction of all work as defined in the specifications and the contract drawings including replacement of three automatic transfer switches for the St. Cloud's VA Health Care System backup generators, replacement of the three Building transfer switches, and the addition of transformer and switch to supply a large 208 chiller for Building 1. BASE BID: Contractor shall furnish all labor, materials tools and equipment required for the construction operations shown, to include: removal and replacement of the transfer switches and installation of a new transformer and site utility work. The scope of construction includes but is not limited to: General Requirements, Concrete and Electrical. BID ALTERNATE 1: Electrical Contractor shall provide an alternate price for replacing the 4-pole "close transition" ATS specified to a 4-pole "open transition" for ATS-1-EQ, ATS-1-CP, and ATS-1-LS. NAICS Code is 236220, Commercial and Institutional Building Construction, the applicable size standard is $33.5 million. The estimated price range is between $1,000,000 and $2,000,000. A firm fixed price contract will be awarded pursuant to FAR Parts 14 and 36. Award will be made to the responsible bid offering the lowest price. A SITE WALK IS SCHEDULED FOR THURSDAY MAY 17 11:00 A.M CENTRAL TIME. THIS SITE VISIT WILL BEGIN IN BUILDING 3, FACILITIES ENGINEERING (UPPER LEVEL). THE DATE AND TIME FOR THE SITE WALK IS TENTATIVE. CONTRACTORS SHOULD WATCH FBO FOR UPDATES AND CONFIRMATION OF THE SITE WALK DATE AND TIME. THIS IS A TOTAL 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE.
