Description
This is a Pre-Solicitation Notice for the US Army Contracting Command - Rock Island (ACC-RI) Solicitation W52P1J-12-R-0111 which serves as notification to Industry of the procurement for Rotary Wing Airlift Support Services to Department of Defense (DoD) personnel in the Central African region in support of Special Operations Command Africa (SOCAFRICA). The anticipated date for release of the Request for Proposal is on/or about 11 June 2012. Solicitation W52P1J-12-R-0111 will be issued on a full and open/unrestricted basis. The requirement includes, but is not limited to, all aircraft, personnel, equipment, supplies, transportation, tools, materials, supervision, insurance, life support (e.g. housing, meals, etc.) and other items and services necessary to operate rotary-wing aircraft in the Central African region. In accordance with DoDI 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, dated 20 October 2008, incorporating change number one, 2 December 2010, an Offeror must be a Commercial Airlift Review Board (CARB) certified air carrier to be considered for award. Pursuant to Title 49, Subtitle VII, Part A, subpart I, Chapter 401, 40118-Government-Financed Air Transportation, the Fly America Act requires preference be given to US-Flag Air Carriers. Pursuant to Title 49 USC 41106(c), the Civil Reserve Air Fleet (CRAF) preference will be used as part of the award decision of this solicitation. This acquisition will utilize a hybrid Lowest Price, Technically Acceptable (LPTA) evaluation approach. The Rotary-Wing Airlift Support Services requirement will be satisfied through the use of a single Firm-Fixed Price (FFP) DoD Contract with a 6-month Base Period (includes a 60-day Mobilization Period) and a 30-day Demobilization Period. The solicitation will contain provisions for three 3-month evaluated option periods that may or may not be exercised. The NAICS Code for this procurement is 481211.
