Description
The Uniformed Services University of the Health Sciences (USU), located in Bethesda, MD, intends to negotiate on a sole source basis with Beckman Coulter, located in Brea, California, for one (1) Optima Max-XP Tabletop Ultracentrifuge, to include a fixed angle rotor and five (5) year extended warranty. This ultracentrifuge is intended for isolation of membrane vesicles (exosomes) and separation of other subcellular particles; for purification and isolation of proteins, for viral vector gene delivery and nanoparticle protocols. Samples used will include: urine, serum and cell supernatant. This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This centrifuge will be used in a research protocol that requires the ultracentrifugation of urine samples to isolate exosomes, which are microvesicles of approximately 30-100nm. In order to obtain reproducible results it is necessary that all samples be processed exactly at the same conditions of temperature, centrifuge speed, acceleration and deceleration, rotor and tubes. This research protocol was started using a Beckman Optima Max-XP Tabletop Ultracentrifuge, located at the National Institutes of Health (NIH). A large number of samples have already been processed using this model of centrifuge and it is necessary to continue the research using the same model of centrifuge. To change ultracentrifuge models would compromise the analysis of data, because comparison between samples would be unreliable. Beckman Coulter is the only known source that can provide the requested equipment. This requirement is subject to FAR Clause 52.232-18 (Availability of Funds). Funding is currently not available for this requirement and there is no guarantee that funding will be made available. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
