Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ-2569901 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for a Titanium:Sapphire Laser System. The Titanium:Sapphire laser will be used with the two-photon laser scanning microscope currently in use by NINDS. To fit the requirement of the two photon imaging system, the laser must have the following specifications: (1) Pulsed with ultrashort pulse width (<100 femtosecond) (2) Wide Tuning range of 690nm-1040nm with a high average power of >500 mW at 690nm, 1.35 W at 710 nm, 2.5 W at 800nm, 1.35 W at 920 nm and 300mW at 1040nm; (3) Tunable while staying mode-locked by using regenerative mode locking. In addition, the offeror must provide a one year warranty which includes complete coverage for parts, labor and travel. The warranty must also include the option for an additional four years of full service warranty. Offerors will be evaluated on their ability to meet technical specifications. Offers will also be evaluated on best value in relation to price. Quotations are to be sent electronically to Korriise LaRoche, Contracting Officer at larochek@mail.nih.gov. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Condition Commercial Items and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
