- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that can provide the required information described below and (2) the size classification of the available and potential sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this planned acquisition is 541519 - Other Computer Related Services. Your response to the information requested will assist the Bureau of Labor Statistics (BLS) in planning the appropriate acquisition strategy. Background: The Bureau of Labor Statistics has an ongoing need for detailed, retail outlet information with which to analyze, evaluate and improve the Consumer Price Index (CPI). Specifically, the BLS is seeking a vendor who collects or compiles lists of retail establishments along with address and sales volume data for the items sold within the establishment. The data provided by the vendor will be compared by BLS staff with CPI data in order to evaluate the completeness and the accuracy of the outlet samples used in the CPI. Additionally, the vendor data may be used by BLS to streamline data collection in geographic areas that are new to the CPI's area sample. In order to fully achieve these objectives the data provided must be at a level of detail sufficient to facilitate comparisons with the CPI's point of purchase survey. Retail establishments shall be identified by name and address and measures of sales information must be included. The retailer data shall include new establishments opened within the past 12 months. The data shall be in an electronically accessible form such as a PC database. BLS requires a census of retail establishments doing business within specified categories (channels) over the past 12 months. Of primary interest to the BLS are retail establishments selling food for home consumption (groceries), other retail establishments, and establishments selling food and/or alcoholic beverages for on premise consumption. Requirements The vendor shall provide Retail establishment data for consumer purchases for food at home consumption purchased from food, drug, mass merchandise and club retail outlets (channels.) The data shall include individual establishments subject to the following: • Accessible through the Statistical Analysis System (SAS) version 9 or higher. • Individual establishment level data are required. Each transaction record (expenditure) shall include the establishment address, FIPS code, Channel/sub-channel code (type of establishment), geocode, a measure of sales volume within the establishment which can be reliably used for comparing outlets within a geographic area, (all Commodity volume, for example), and store size. For on premise channels volume data is preferred but not required. The vendor shall provide Retail establishment data for consumer purchases for all retail outlets (channels) not included in Task 1. The data shall include individual establishments subject to the following: • Accessible through the Statistical Analysis System (SAS) version 9 or higher. • Individual establishment level data are required. Each transaction record (expenditure) shall include the establishment address, FIPS code, Channel/sub-channel code (type of establishment), geocode, a measure of sales volume within the establishment which can be reliably used for comparing outlets within a geographic area, (all Commodity volume, for example), and store size. For on premise channels volume data is preferred but not required. The vendor shall provide Retail establishment data for consumer purchases for on-premise consumption such as restaurants and bars not included in Tasks 1 or 2. The data shall include individual establishments subject to the following: • Accessible through the Statistical Analysis System (SAS) version 9 or higher. • Individual establishment level data are required. Each transaction record (expenditure) shall include the establishment address, FIPS code, Channel/sub-channel code (type of establishment), geocode, a measure of sales volume within the establishment which can be reliably used for comparing outlets within a geographic area, (all Commodity volume, for example), and store size. For on premise channels volume data is preferred but not required. The vendor shall provide to BLS the data described within this statement of work by physically delivering the required data to the BLS on a computer disk or other compatible memory device. Response Information: In Order for BLS to asses a firm's capability, firms must submit a response that provides enough detail to indicate that it can provide the services that meet the requirements above. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by BLS. With your response, please include: a. DUNS number b. Company Name c. Company Address d. Current GSA Schedules appropriate to this notice e. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) as validated via the Central Contractor Registration f. Company point of contact, phone and email address All responses must be submitted in an electronic form via e-mail to the Contracting Officer at DeAngelis.Michael@bls.gov no later than June 15, 2012 at 12:00 pm. Reponses will not be accepted after the due date. Responses must not exceed twenty (20) pages. Faxed information will not be considered. BLS will not accept phone calls regarding this notice. BLS will not return any information submitted in response to this notice. No reimbursement will be made for any costs associated with your submittal. Information received will be used in BLS's market research effort and for procurement planning purposes. This notice is not to be construed as a commitment by BLS. The Government reserves the right to contact, or not to contact, any party responding to this notice in order to obtain further information for market research purposes.
