- PCDH Preventive Maintenance Exhibit 2: Price Schedule The National Gallery of Art (hereinafter "Gallery" or "NGA") is soliciting proposals for the Facilities Management Engineering Department (AFM-EN) to provide preventive maintenance, inspection and services for the Gallery's Photographic Curatorial Department (DCPH) mechanical systems and equipment located at Sixth Street and Constitution Avenue NW, Washington, DC 20565-0001.The Contractor shall furnish all supplies and services necessary to perform in an efficient and effective manner set forth in Section C: Statement of Work, and elsewhere in this Contract. This solicitation is a Request for Proposal (RFP), No. NGA-RFP-12-415. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. NAICS Code: 238220: Plumbing, Heating, and Air-Conditioning Contractors is associated with this work, which has a small business size standard of $14.M. Refer to all solicitation documents, including Statement of Work (SOW) attached to this posting for detailed information about this project. A Mandatory Site Visit is scheduled for Tuesday, June 28, 2012 from 10:00AM-11:00AM. All vendors interested in satisfying this requirement for the Gallery should attend the site visit and shall RSVP to Denise B. Gilson, Contracting Officer at P: (202) 842-6344 or email: db-gilson@nga.gov on or before COB Friday June 22, 2012. Vendors attending the site visit shall meet with Gallery personnel at the National Gallery of Art: West Building Service Entrance (on the Northeast side of the building), 6th Street and Constitution Ave., Washington, DC 20565 at 9:45 AM on June 28, 2012. No parking is available on site; please make the appropriate arrangements to arrive at Service Entrance at 9:45am. Late arrivers will not be escorted. If Offerors fails to attend this site visit, they assume the risk of all conditions present. The solicitation documentation, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items is applicable to this acquisition. The Gallery intends on using a tradeoff process to determine best overall value to the Gallery, and may award a contract to other than the lowest price or highest technically rated Offerors Technical evaluation factors will include: (1) Technical Understanding and Approach (2) Management Approach (3) Work Experience and (4) Past Performance. For this solicitation all technical factors other than cost or price, when combined are significantly more important than cost or price. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these evaluation factors. Offerors must submit offered prices in a firm-fixed format to the Contracting Officer, along with all other required proposal materials. All proposals shall be received not later than 3:30 PM EST Monday, July 23, 2012. All responsible sources may submit a proposal to Denise Borjon-Gilson, Contracting Officer at Office of Procurement and Contracts, via email at db-gilson@nga.gov. If email is not available, hand carried or Express Mail is approved and must be delivered at: 601 Pennsylvania Avenue NW - South Building 3rd Floor Washington, DC 20004. For all US Mail Deliveries must be delivered to 2000B South Club Drive, Landover, MD 20785-3228.
