- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-12-T-0209 is being issued as a request for quote. The US Army Contracting Command-Redstone intends to issue Firm Fixed Price purchase order award to the Small Business who submits the lowest price/bid for Panasonic CF-31 Toughbook Laptop Computer, for the US Army RDECOM, Software Engineering Directorate (SED). Request acquisition of the following: 124 ea., Panasonic CF-31 Toughbook Laptop Computer. The Panasonic CF-31 Toughbook laptop computer is what the Nuclear-Biological-Chemical Reconnaissance Vehicle (NBCRV) Virtual Crew Trainer is using to simulate the training environment for an instructor and three-man crew (Driver, Commander, and Surveyor) inside the NBC Reconnaissance Vehicle (Stryker). This system provides the Warfighter with the ability to detect, analyze, report, and mark hazardous agents within a predefined location and according to a customizable scenario. The NBCRV Virtual Crew Trainer utilizes this laptop computer as its platform for development of the software and training for use by the three-man crew. Utilization of this laptop computer will minimize customer risk should there be hardware or software issues, and will maintain the integrity of the development process, procedures, and maintenance. Panasonic CF-31 Toughbook Laptop Computer Specification Intel i3 Processor 13.1 XGA Touchscreen Display 320GB HDD 2GB Memory No WiFi or Bluetooth DVD Multi Drive Standard 3 Year Warranty Delivery is required by 30 June 2012. Earlier delivery at no additional cost to the Government is desirable and acceptable. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59. All items shall include shipping costs FOB Destination to Redstone Arsenal, AL. All quotes shall include delivery dates expressed in days or weeks from award date. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; Clause 252.232-7003 Electronic Submission of Payment Requests; Clause 252.212-7001 Contract Terms and Conditions; and Clause 52.232-7003 Army Electronic Invoicing Instructions, are applicable to this acquisition, other clauses may be included in the award if applicable. Payment will be made via Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7003; Clause 52.242-4700, Contract Administration-Clause 52.242-15, Stop Work; Clause 52.247-34, F.O.B. Destination. Quotes are due no later than 3:00 pm (CST), 11 June 2012, in the contracting office, Building 5400, Room B132, Redstone Arsenal, Alabama, 35898-5250. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. In the event of multiple quotes are received evaluation will be lowest price technically acceptable. Electronic quotes are preferred, but fax quotes will be accepted.
