- The Federal Aviation Administration (FAA) has a requirement to convert 22 face-to-face courses to online training in accordance with the attached Statement of Work (SOW), and the attached Terms and Conditions. It is anticipated that a firm-fixed-price type order will be awarded as a result of this Request for Quote (RFQ). This requirement is 100% set-aside for competition among SEDB/8(a) concerns. The NAICS code applicable to this requirement is 541511, Custom Computer Programming Services. The business size standard for this NAICS is $25.5 million. A copy of the 8(a) Certification Letter from the U.S. Small Business Administration must be submitted with the vendor RFQ package. Vendor must submit capability statement if vendor did not respond during the Market Survey phase. In addition, offerors must complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. ALL QUESTIONS REGARDING THE SOW MUST BE RECEIVED IN WRITING NO LATER THAN 12:00 P.M. CENTRAL TIME ON JUNE 11, 2012, TO ALLOW FOR RESPONSES TO BE PROVIDED PRIOR TO DUE DATE FOR RECEIPT OF PROPOSALS: SUBMIT TO brenda.elliott@faa.gov Contractors must be registered with Central Contractor Registration (CCR), www.ccr.gov on the date established for receipt of offers (June 18, 2012). Reference AMS Clause 3.3.1-33. Proposals must be received by the FAA, Bid and Proposal Officer (AMQ-100), Multi-Purpose Bldg., 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 12:00 p.m. Central Time, June 18, 2012. Proposals shall be delivered to the FAA, Bid and Proposal Officer (AMQ-100), Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: RFQ DTFAAC-12-Q-04864; due 12:00 p.m. Central Time, June 18, 2012. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. ELECTRONIC PROPOSALS ARE AUTHORIZED, SUBMIT TO: brenda.elliott@faa.gov Any responses received after 12:00 p.m. Central Time, June 18, 2012, may not be considered. If all requested information is not furnished, the vendor's response may be determined ineligible.
