- The Department of Veterans Affairs, VISN 1 Nutrition and Food Service, is requesting capability statements from companies for the purpose of identifying capable and qualified potential sources for nutrition service software. See Statement of Need for specifics. This is a request for information (RFI VA241-12-I-0827) and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes only and no award will be made as a result of the notice. This market research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The findings from this market research effort may impact any future solicitations related to this requirement. Capability statements, including attachments, are limited to ten (10) pages but an additional page shall be allowed for questions. Capability statements shall include the NAICS code(s) under which you may provide this software, DUNS number, company contact information, as well as a brief statement demonstrating background, experience, skills, ability, and current or past performance providing nutrition software to the Government. All assumptions, including any assumed/required Government support shall be included in the capability statement. Any capability statements that are not submitted in MS WORD and/or MS EXCEL format will be rejected and considered nonresponsive. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the Government. Interested parties shall respond no later than June 18, 2012 at noon eastern standard time. All questions shall be submitted in writing with the initial response. A vendor fair will be held on July 11, 2012 for all vendors presenting capability statements. The location will be the Edith Nourse Rogers Memorial Veterans Hospital, 200 Springs Road, Bedford, MA 01730, Building 61, Room 127. The fair will start at 9:00am and conclude at 4:30pm. Vendors will be permitted to set up displays around the perimeter of the room. Vendors shall be scheduled to present for one hour followed by a question and answer session. Vendors will be scheduled in the order responses are received. Answers to questions submitted with the capability statement will be provided as a hand-out to all vendor participants at the fair. Statement of Need SUBJECT:Nutrition and Food Services Commercial Software Request STATEMENT: Multi-unit healthcare system requires commercial off the shelf software solution for patient care nutrition and food services to upgrade and improve systems and delivery. The software product must be capable of individualization within facility specifications and be a user friendly Windows based system. An interface with VISTA/CPRS Electronic Health Record (HER) is required. A CIS HL7 unidirectional interface to the nutrition software will be required upon deployment of the nutrition software and must provide continuous data transmission. The software programs need to be adaptable for future growth, changes in delivery or wireless technology and necessarily include improvements for all current food management package features. At a minimum the software would provide upgrades for: "Individualized tray tickets "Allergy and preference modifications "Production forecasting and tallies for all foods "Recipe scaling "Accounting "Menu planning "Individual and bulk nourishment tallies and labels "Nutritional analysis for menus, recipes and patient meals "Customized reports for production and clinical services "Inventory and ordering systems "Bar Code scanning "Selective menus and Modified Diets "Hazard Analysis and Critical Control Points "Options to utilize alternate service styles (e.g. room service or spoken menu)
