- Intent to Sole Source Government requirement as stated below in the Statement of Work (SOW). The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, MD INTENTS TO SOLE SOURCE under solicitation number W91ZLK-12-T-0252. This procurement action is being conducted under FAR part 13 and 6.302-1 with the authority of 10 U.S.C. 2304 (c)(1). The requirement is to procure the following item: EX-HUT - TO DELIVER AND ERECT EX-HUT 20'WIDE X 40' LONG X 8'HIGH WALL - 12 'HIGH ROOF PEAK. This notice of intent is not a request for competitive quotes, however, all information received by 11 June 2012 will be considered by the Government. All interested vendors must respond by 11 June 2012, 4:00 p.m. Eastern Time, Responses shall be submitted to the point of contact Pamela Paradis via e-mail, pamela.s.paradis.civ@mail.mil. The e-mail subject line shall state: W91ZLK-12-T-0252 Notice of Intent to Sole Source. A determination by the Government not to compete with this proposed contract based on upon responses to this notice is solely within the discretion of the Government. NO TELEPHONE REQUESTS WILL BE HONORED. Statement of Work To provides a single Ex-Hut delivered to an east coast port of debarkation (to allow for multiple shipping options) and subsequently erected at RFAST-C at Bagram Air Field, Afghanistan. Ex-Hut Deliverable and Erection in Afghanistan a.The Contractor shall proposes the production, delivery, and erection of an Ex-Hut having the following characteristics: 1.20' wide x40' long x8' high walls - 12' high roof peak. 2.No site preparation necessary - adjustable foundation (24" height adaptation from one corner to the opposing). 3.Panel based construction comprised of 3 " thick steel frames with interior and exterior surfaces using a rigid fire resistant closed cell polyurethane insulation to form a integral composite panel. 4.Wall panels will have 1/4" outdoor plywood outer surfacing which will be coated with an acrylic coating of a desired color (dessert tan unless otherwise specified) and high durability mold resistant 3/8" interior sheetrock primed painted semi-gloss medium tan washable latex. 5.Floor panels will have " outdoor plywood surfacing for the interior floor surface and a tensile layer on the exterior surface. Floor panels will be painted a medium grey. 6.Roof panels will have 3/8" outdoor plywood surfacing which will be coated with a asphalt based roofing system that adheres to the plywood roof surface and has high durability mold resistant " interior sheetrock painted a semi-gloss medium tan washable latex. 7.Two wall panels will each accommodate a solid core outward opening lockable door. 8.One wall panel will be modified to include a pass-through for electrical with a connection box on the exterior and a bus box on the interior which will allow for 8 or fewer circuit breakers 110 VAC, 220 VAC, or 240 VAC single phase. 110 VAC 50/60Hz single phase is assumed unless otherwise specified. 9.Two wall panels will each have integrated double gang light switches, 1 on/off, 1 dimmable, and an electric outlet box with double wall outlet (assume 110 VAC unless otherwise specified) inside and out. 10.Ten wall panels will each have one integrated electric outlet box inside for communications connections which will have a solid cover plate mounted over it (to allow for local networking as desired) and one electrical outlet box mounted inside with a double wall outlet (assume 110VAC unless otherwise specified). 11.The balance of wall panels will be simple walls interior. 12.Total wall outlets will be 4 circuits each on separate 15 Amp circuit breakers with 4 outlet boxes containing dual electric plugs for a total of 16 dual outlets (14 inside, 2 outside). Wiring will be pre-wired in walls. 13.A kick plate conduit will be installed around the base of the walls for low power electrical wiring such as local communications and networking. 14.A high voltage electrical conduit will be installed around the crown of the walls and all outlets connected through this to the pre-wired walls. 15.The building will be separated into 2 lighting zones separating in the middle of the long axis. Each will have 2 fluorescent light panels on an on/off switch and 2 LED lights wired to a dimmer switch. Each zone will be controlled by the switches in the panels described above adjacent to the doors on the end of the building. 16.One wall panel will be modified to allow for all mounting, pass-through, and connections for a single split pack HVAC system with programmable thermostat. 17.Interior walls will not be taped at the joint nor will any existing screw joints be spackled. Scars from transportation will be touched-up with paint and/or spackle as necessary. 18.All joints will be sealed and/or flashed and no water leaks will be present. 19.Assembly of the building will take 12 hours or less on an unprepared site with 24" or less of terrain elevation difference from one end to the other corner. No lift equipment will be required other than transportation of the shipping container or packaged pallet to the assembly point. Use of standard military trucks or 10,000 lb forklift is appropriate and would be requested as GFE support. 20.Roof system will include a durable surface that allows walking or mounting on the roof and will ensure leak-proof seams and seals. 21.No windows will be installed. This is possible but would require a separate quote after an interactive discussion to ensure all the local operational and security needs are met to the satisfaction of the local command. 22.No alternative energy systems are included in this installation but the building is set-up to accommodate such systems particularly solar roofing panels. Addition of such systems is possible but requires a separate quote after an interactive discussion to ensure all the local operational and security needs are met to the satisfaction of the local command. These can also be added at any later time. 23.No graceful degradation of electrical power is included in this installation but the building is set-up to accommodate such systems. These can also be added at any later time. 24.No ballistic protection is included in this installation but the building is set-up to accommodate such systems, low level protection such as DOJ Level III or UL 725 Level 8 or Medium Protection (proven) which includes a system for protection from 50 caliber 3,000 fps heavy grain rounds and small shape charges (pending testing). Addition of such systems is possible but requires a separate quote after an interactive discussion to ensure all the local operational and security needs are met to the satisfaction of the local command. These can also be added at any later time. The use of an Ex-Hut at the Medium Level of protection transition to a system, The Contractor MoBEx Shelter System, requiring additional components to meet UFC 04-023-07 standards. This system is compatible with an existing Ex-Hut allowing further modular application and cost management. 25.All components of the building will be produced in a US facility, packaged and palletized for shipping, and shipped to Afghanistan via the means most acceptable to the US military. b.Assembly team: 1.The Contractor will provide two technical experts for erection of the Ex-Hut on site who will remain until accepted by the US Military. 2.The Contractor will provide 1 year of on-call technical remote support for the structure and all installed systems. This on-call support does not include movement of a team to the site without application of an additional task. 3.The Contractor will readily provide on-site support as a separate task or in conjunction with deployment of a large number of Ex-Huts. 4.At least one team member will have TS/SCI should access be required for planning purposes. 5.Team is prepared to install the Ex-Hut at Bagram Air Field or any forward FOB. c.Shipping: 1.The Contractor will provide transportation of the palletized packaged Ex-Hut from the manufacturing location in the US to a point of debarkation on the east coast. 2.The Contractor will coordinate and execute commercial shipping or though military means at the direction of the US Military. Transportation The Contractor will provide transportation of the team to and from an initial point in CONUS to Bagram Afghanistan. The local command leadership will need to assist with transportation in or around theater by mil air and between sites..
