Description
The U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA), National Fire Academy (NFA) intends to negotiate on a Sole Source basis (IAW FAR 13.106-1(b)), with the American Council on Education (ACE) located at One DuPont Circle, N.W. Suite 250, Washington, DC, 20036-1149. The intended procurement will be classified under North American Industry Classification System (NAICS) 611710 with a Small Business Size Standard of $7.0 million. A.C.E. reviews NFA's resident and field courses to determine their eligibility for inclusion in the National Guide to Educational Credit for Training Programs. NFA students who are enrolled in a degree program at a university may request that the A.C.E. recommendation for an NFA course be applied as credit toward their degree. This arrangement enhances career development for the student and academic status for the NFA curriculum. The two general objectives for A.C.E. review of NFA curricula are to 1) Ensure the compatibility of NFA training with National college level academic standards; and 2) Provide support for students from emergency management organizations to enter and continue degree programs. A.C.E. is the only existing national organization that conducts a formal curriculum review and recommends college credit for non-collegiate training. Colleges and universities throughout the country generally recognize A.C.E. recommendations for credit. This notice of intent to sole source is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data (including cost) sufficient to determine capability in providing the same services. Capability statements shall be submitted by email only (using PDF, MS Word, Excel Attachments) to Rashurn Harrison at Rashurn.harrison@fema.dhs.gov. Statements are due by 12:00 PM EST, 18 June 2012. No phone calls accepted. All capability statements received by closing of this notification of synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
