- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that can provide the required information described below and (2) the size classification of the available and potential sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this planned acquisition is 541519 - Other Computer Related Services. Your response to the information requested will assist the Bureau of Labor Statistics (BLS) in planning the appropriate acquisition strategy. Background: The Bureau of Labor Statistics has an ongoing interest in data on sales, prices and product characteristics for new vehicles sold to consumers. The data will be used by BLS to analyze, evaluate and improve the Consumer Price Index (CPI). The CPI is a Federal Principal Economic Indicator and is constructed using data collected from both household and business establishments. Because of the importance of the CPI, it is critical that the component indexes are accurate, timely and relevant. To assure the accuracy and relevance, the BLS periodically examines the results of the surveys in order to benchmark processes and products and to improve index methodology and surveys. The data requested will be used for the examination as follows: The current CPI new vehicle index has been criticized for using estimated transaction prices. BLS intends to evaluate the claim that timely individual transaction price data could improve the index. BLS will use the new vehicle data specifically for: o Evaluation of potential bias from the use of actual transaction prices in the estimation of new vehicle price index due to lack of data on of optional equipment. o Evaluation of the timeliness of the data deliveries and system processing. o Evaluation of geographical coverage o Development of a new quality adjustment process o Development of a method to construct an index based on secondary source information The contract requires up to 24 consecutive months of monthly transaction-level data for new vehicles. Description of Tasks: New Vehicle Transactions: The vendor shall provide the specified data in a common electronic file format, such as delimited ASCII files, Excel workbooks, SAS datasets, etc. The information provided by the vendor shall include the following characteristics for the January 2012 through December 2013: close date, market type of sale, model year, manufacturer, nameplate, series, model, trim level, cylinder, displacement, body style, drive type, doors, transmission, fuel type, odometer, vehicle price less rebate, price, consumer cash rebate, cost, amount financed, down payment, monthly payment, finance rate, gross profit, zip code, lowest level of geographic information identifying dealer market area (DMAs) and trade-in allowance. The information should be available at the lowest geographical level, i.e. DMAs. The contractor will notify BLS immediately if a major dealership enters or exits the sample so that BLS can readily make adjustments. At the end of each month, the most recent previous month data and transactions price shall be delivered to the BLS. Response Information: In Order for BLS to asses a firm's capability, firms must submit a response that provides enough detail to indicate that it can provide the services that meet the requirements above. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by BLS. With your response, please include: a. DUNS number b. Company Name c. Company Address d. Current GSA Schedules appropriate to this notice e. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) as validated via the Central Contractor Registration f. Company point of contact, phone and email address All responses must be submitted in an electronic form via e-mail to the Contracting Officer at DeAngelis.Michael@bls.gov no later than June 15, 2012 at 12:00 pm. Reponses will not be accepted after the due date. Responses must not exceed twenty (20) pages. Faxed information will not be considered. BLS will not accept phone calls regarding this notice. BLS will not return any information submitted in response to this notice. No reimbursement will be made for any costs associated with your submittal. Information received will be used in BLS's market research effort and for procurement planning purposes. This notice is not to be construed as a commitment by BLS. The Government reserves the right to contact, or not to contact, any party responding to this notice in order to obtain further information for market research purposes.
