- This is effort is a 100% Woman Owned Small Business (WOSB) Set-Aside. Magnitude of this project is $50,000 to $75,000. The applicable NAICS code for this project is 541720 with a size standard of $19 Million. Project Overview: This scope of work addresses the need to conduct research to identify, document, and assess ethnographic resources within or near Fort Donelson National Battlefield. Broadly described, the Ethnographic Overview and Assessment (EOA) will be conducted to provide baseline data on traditionally associated groups, the park resources with which they are associated, and description of the traditional uses of and associations with these resources. This study will be completed by a qualified cultural anthropologist who will review existing information and identify additional data needs. Following NPS guidelines, the researcher will review, summarize and evaluate existing information derived from published and unpublished (archival) sources, supplemented by ethnographic interviews with knowledgeable members of associated groups and families. Ethnographic resources in and adjacent to the park will be documented with data suitable for entry into the Ethnographic Resources Inventory database. Project Purpose: In order to manage their cultural and natural resources in an effective, culturally informed manner, the National Park Service requires the documentation and analysis of ethnographic information regarding people with traditional and/or historic ties to specific park areas. Among other applications, ethnographic projects identify culturally sensitive areas and/or issues in order to develop and implement culturally appropriate resource management strategies. Ethnographic information helps park managers evaluate requests for access to culturally significant resources (both natural and cultural), to identify ethnographic resources that require special treatment, and to assess potential impacts on these resources in the face of any proposed park actions. The collection of ethnographic data also helps to identify places within or near parks that may meet eligibility requirements to be listed with the National Register of Historic Places. The project for Fort Donelson National Battlefield is designed to address many of these needs. This notice is not the solicitation, the solicitation will be posted on or about June 14, 2012, with Request for Quotes due on June 29, 2012. Original RFQs shall be mailed to Yancey Davis, Contracting Officer, 2680 Natchez Trace Parkway, Tupelo, MS 38804. Selection will be made based on the Best Value to the Government, considering Price, Key Personnel, and Past Experience. All three factors will be judged equally by the source selection authority. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments, if/when issued, will be posted to www.fedbizopps.gov and http://ideasec.nbc.gov for electronic downloading.
