- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-047 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-59. The North American Industry Classification (NAICS) Code is 541990 with a size standard of $14M. However, this solicitation is not a set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with The University of Bristol, School of Social and Community Medicine - Oakfield House, Oakfield Grove, Bristol, BS8 2BN to provide data on the developmental trajectory towards alcohol and substance misuse use that is available among the cohort of the Avon Longitudinal Study of Parents and Children. The study is collaboration between the National Institutes of Alcohol Abuse and Alcoholism (NIAAA) and The Neurodevelopmental Group from the Centre for Child and Adolescent Health, University of Bristol. The work to be carried out by the Neurodevelopmental Group is expected to cover one full calendar year and the work is to be performed at the University of Bristol site. The data provided is from the continuing cohort of the approximately 14,500 pregnancies originally enrolled. The provided data will link dietary patterns of mothers in pregnancy, children, adolescents and phenotypic characterizations of their alcohol and substance misuse behaviors. The data will also be linked to the fatty acid compositional data from umbilical cord and serum from age seven which has been provided by the lab at the NIAAA. The Neurodevelopmental Group will also provide 700 hours of statistical work. The statistical work to be carried out will examine ways in which different aspects of the diet and environmental contaminants influence the development of the alcohol and substance misuse behaviors from early childhood until late adolescence. The Neurodevelopmental Group will utilize two internal medical statistician/epidemiologist and/or appropriate Post-doctoral level investigators and/or data assistants to facilitate these tasks. This work to be carried out by the Neurodevelopmental Group will involve statistical modeling of the relationships between dietary patterns, nutrient intakes, social and environmental differences, both during pregnancy and during child development on an adverse behavior predictive of adverse substance use and adverse use of alcohol, tobacco and other substances in late adolescence. This work will contribute to the on-going and unique scientific collaboration developed between the Neurodevelopment Group and NIAAA. No other cohort dataset exists which contains these data necessary to address these scientific questions. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within 12 days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service specified in this synopsis must submit two (2) copies of their quotation/proposal to the ADDRESS LISTED BELOW if responding via postal mail or other mailing services. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be due twelve (12) calendar days from the publication date of this synopsis or by June 18, 2012 by 10:00 a.m. EST. The quotation must reference "Solicitation number" NICHD-12-047. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
