Description
Draft PWS The U.S. Department of Education (the Department) requires a contract to implement U.S. participation in the Trends in International Mathematics and Science Study (TIMSS) 2015. TIMSS is an international assessment that focuses on the mathematics and science knowledge and skills of fourth- and eighth-graders. TIMSS is organized by the International Association for the Evaluation of Educational Achievement (IEA), an international organization of universities and governments based in Amsterdam, the Netherlands. TIMSS has been designed to track changes in student achievement over time, and has been administered on a four-year cycle since starting in 1995. There have been five cycles of TIMSS thus far (1995, 1999, 2003, 2007, and 2011). In 2011, 62 countries implemented TIMSS at the national level, at either fourth- or eighth-grade, or both. The overall goal for the procurement is data collection in the United States for TIMSS 2015 that meets all international and NCES guidelines and that makes available on a timely basis high-quality internationally comparative assessment data. Furthermore, the study shall result in one or more publications that report on U.S. data and the international comparisons from the perspective of an American constituency. The solicitation is anticipated to be issued July 2012 as a full and open competition for a 5 year contract. Solicitation documents, plans and specifications will be exclusively available approximately July 2012 via the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Is it the contractor's responsibility to monitor FBO for any amendments/updates to this requirement. All contractors must be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/ccr/default.aspx as required by FAR 4.1102.
