- The US Geological Survey (USGS) has a requirement to contract with Research Systems, Inc. to provide one Base Year and two Option Years of maintenance to the ITT Visual Information Solutions Enterprise (ITTVis) Image Analysis Software (IAS). Maintenance will include telephone and email accessible technical support, and product upgrades and/or releases. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Research Systems, Inc. unless it is contacted by any vendor that believes it possesses similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Frank J. Argenziano (fargenziano@usgs.gov) no later than 12 p.m. ET, June 18, 2012 with an affirmative answer. (The USGS considers employee signatures to be personal protected information, and therefore all employee signatures have been redacted. By posting the following document language, the Contract Specialist attests all appropriate signatures have been obtained.) Support maintenance of the existing installed base of software is required. USGS EROS Information Solutions Team - SDW project has been using this software since first acquired in June 2009. This software meets all internal and external technical and business requirements for data processing and compression by providing industry leading, standards based outputs. Changing software would place undue risk onto the project and its internal and external data processing and compression requirements by causing an entire rework of 100s of terabytes (TBs) of data that would require re-compression with the new software. The 100s of TBs of ITTVis compressed data already delivered and integrated on external customer systems would require recall and its subsequent rework (re-compression with new software) as to ensure compression recipes are consistent and compatible among all databases. A consistent data processing and compression approach which ensures availability, security, scalability, elevated leverage of technical management, maintenance agility, and simplified enterprise service contract management are paramount to providing product consistency, cost effectiveness, and flexibility through on-demand service automation and processes. The proprietary nature of the ITTVis software limits this procurement to a single support vendor.
