- This announcement sets forth intent on the part of the National Park Service (NPS) to issue a purchase order to the University of Maine Soil Testing Laboratory on a sole source basis, without full and open competition, for certain forest soil testing services. NPS Northeast Region (NERO) intends to enter into a eighteen (18) month contract for services necessary to perform soil testing on up to 170 forest soil samples collected by the NPS at various parks throughout New England. Accurately and precisely analyzing forest soils requires a lab experienced with forest soils, so that the appropriate equipment calibrations and procedural modifications are used. The only identified contractor meeting the needs of this unique requirement was the University of Maine Soil Testing Laboratory (UMSTL). The laboratory was the only contractor identified having sufficient experience in analyzing forest samples; and has a long history of working with the State of Maine analyzing forest soils. UMSTL's expertise is unique in the area of analyzing soil, plant tissue, compost, manure, irrigation water, wood ash, fertilizers, organic residuals and other materials for nutrient content, organic matter, lead and other trace elements, and is ideal for maintaining the scientific viability of the study. Additionally, soil testing for the Mid-Atlantic Network Inventory and Monitoring Program has been conducted with the University of Maine Soil Testing lab since 2006. The lab works closely with Dr. Ivan Fernandez, who has conducted extensive forest soil research in coastal Maine (including Acadia NP), and her involvement is essential to the continued success of the study. Furthermore, soil labs vary markedly in their procedures, and this variability affects the consistency of results for long-term projects and comparison with other soil monitoring programs. Existing soil data for the NPS Eastern Rivers and Mountains Network, Mid-Atlantic Network, Acadia National Park, and other Northeast Temperate Network parks from 2006 through 2011 field seasons was analyzed by UMSTL. To maintain consistent methods among programs and allow regional comparisons, it is critical that the same lab be used to scientific consistency and viability of the project. For the aforementioned reasons, NERO intends to enter into a sole source contract with the University of Maine for soil testing services for eighteen (18) months.
