- The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire Pastoral Care and Chaplain Services in support of the Navy ™s Bureau of Medicine and Surgery (BUMED), Washington, DC. BUMED Pastoral Care (M00G) is in a continuous process to improve upon several interrelated standards: standards of practice for chaplains and Religious Program specialists (RPs); required clinical competencies; training requirements to build knowledge, skills and abilities; best practices protocols to integrate pastoral care standards of practice; and appropriate productivity data collection systems and productivity methodologies. BUMED M00G requires contract support services for the purposes of reviewing, analyzing, and providing subject matter expert recommendations concerning the improvement of the Pastoral Care Standards. The characteristics of Professional Naval Chaplaincy serve to establish professional standards that are also compatible with those found in civilian chaplaincies allowing for standardization of care in clinical and institutional settings. (SECNAVINST 5351.1) Three of the Navy Surgeon General's published priorities are: 1) Readiness-aligned, 2) Agile, and 3) Patient & Family Centric. The most important priority is readiness. To be ready, Navy Medicine must be responsive, agile, and aligned with the operational forces. BUMED must have the right people with the right capabilities continually ready to deploy in support of the Navy-Marine Corps team. The Global War on Terrorism has challenged us to broaden our view of readiness. BUMED ™s MTFs must be prepared to respond to any contingency, to provide expert care to casualties returning from theatre, and be ready to support the nation's needs in collaboration with the National Disaster Medical System. BUMED M00G requires contract support services for the purposes of researching, analyzing, and providing subject matter expert recommendations concerning the improvement of the Pastoral Care Standards. The contractor will be working with BUMED M00G working groups and committees addressing elements of the standards, including the Navy Medicine (NAVMED) Pastoral Care Executive Steering Council (PCESC). FLC ™s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 15 (Contract by Negotiation) procedures. The Period of Performance is from 01 August 2012 through 31 July 2013, plus two one-year options ending 31 July 2015, if all options are exercised.
