Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/Mission Support Division, Norfolk, VA is issuing notice of intent to negotiate a sole source procurement with Sea-Bird Electronics, Inc. for maintenance, calibration and repair of Sea-Bird oceanographic instruments. This requirement shall be for a base year and two option periods. These instruments have already been purchased and this request is for manufacturer maintenance, calibration, upgrade and repair. The manufacturer (SeaBird Electronics) is the only vendor capable of providing these services since maintaining data continuity is critical to a number of NOAA activities. To have another vendor work on the instruments voids all warranty and commitments regarding the functionality of the instruments. Data collected by these instruments as part of a climate-quality hydrographic database administered by the Northeast Fisheries Science Center. Consistent and annual certification and calibration of these instruments is an integral component of the QA/QC procedures maintained by the Oceanography Branch. The original manufacturer is the only vendor that can guarantee the certification anc d calibration of the instruments. The required delivery date is July 1, 2012. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 334519. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 12:00 a.m. Eastern Standard Time, June 21, 2012. This notice of intent is not a request for competitive proposals.
