- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention, National Center for Chronic Disease Prevention and Health Promotion intends to solicit a proposal and enter into a contract with Kaiser Permanente Northern California (KPNC) to purchase case finding and abstracted medical records data for the incidence of Lupus in San Franciso County, California. The statutory authority for this sole source procuement is 10 U.S.C. 2304(c)(2) or 41 U.S.C. 253(c)(2) per FAR 6.302-1. The NAICS code for this action is 622110. This requirement will be procured under the guidelines of FAR Part 12, Commercial Items. The CDC requires that all contractors doing business with the agency must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in the CCR. For additional information and to register in the CCR please access the following website: http://www.ccr.gov/. The vendor will provide all labor, equipment, materials, supply and supervision to provide a dataset containing medical record data for possible lupus cases among hispanic/latinos, Asian Americans, and other ethnicities from the existing medical records of MCO members in San Francisco County. The vendor will complete all Institutional Review Board (IRB) activities including initial application, compliance, protocol adherence, and annual reporting and provide a copy of the final IRB to the CDC Contracting Officer's Representative (COR) prior to beginning work. In addition, the vendor will use computerized data from the electronic medical record, 2005-2009, to identify possible cases of systemic lupus erythematosus in San Francisco County, in addition to those preliminary cases identified above. Interested parties who feel they possess the capabilities to provide the information described above should submit a capabilities statement demonstrating their ability to Matthew Williams by email at vgx3@cdc.gov. This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within fifteen (15) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
