- REPAIR AND PARTS SERVICE SUPPORT FOR THE AIR FORCE ROBOT FAMILY OF SYSTEMS (RFoS) SOURCES SOUGHT SYNOPSIS This announcement constitutes a Sources Sought Synopsis. It is intended as a method of informing potential contractors of the existence of a Bid Qualification Plan for a follow-on basic and two ordering year repair and parts service effort in support of the United States Air Force (USAF) Robot Family of Systems (RFoS) include F6A, AFMSR and Power Hawk. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. The USAF is seeking potential contractors to become an approved source for repair and parts service for the AFMSR and gain knowledge of the interests, capabilities, and qualifications of vendors who can successfully support these requirements. The Government is in need of information on potential sources that can perform repairs, refurbishments and provide parts of Government-owned equipment from commercial Andros robots and integrating the power hawk that are used to remotely eliminate IED and UXO threats. The Bid Qualification Plan outlines those efforts necessary to evaluate potential contractors to bid as a source for repair and parts replacements. The Bid Qualification Plan is designed to demonstrate each offeror's competency to inspect, evaluate, clean, track serial number, provide an accurate repair quote, repair, test, troubleshoot, and provide parts for the robot set and return to Government inventory in serviceable condition (meet or exceeds manufacturer specification) under the direction of the program office. The contractor shall provide repair and/or parts within 120 days of repair approval and be responsible to ship part and systems throughout the world. The contractor will provide repair status on a monthly or quarterly basis with limited repair warranty up to 1 year and provide reporting through the USAF Deficiency Reporting, Investigation and resolution process (ref. IAW T.O. 00-35D-54) for the repaired and/or parts. The Government does not own or have access to the technical data package for the repair and/or overhaul of the robot set. Interested/qualified sources must include whether they are an authorized distributor or manufacturer of the required parts and provide parts list if available. Vendors must provide working knowledge and help desk technical support to the field units and provided recommended repair solutions to correct the deficiencies during operation or repair process. Parts and maintenance hours shall be Firm-Fixed-Price. If unavailable the contractor should include a cost and hours estimate associated to develop or duplicate this capability. The Government is investigating the feasibility of establishing organic repair capability and is requesting interested sources to determine willingness of entering into a teaming agreement to establish a potential depot repair capability. A Firm Fixed Price (FFP) contract for parts and labor is anticipated for both the basic and two ordering years. The final repair cost shall be determined based on the repair quote by the vendor for each RFoS to accomplish repair and/or parts in serviceable condition for the F6A, AFMSR and Power Hawk systems to the depot or field unit specified in the quote. The anticipated annual requirement for repair and replacement is estimated at 60-75 units for both the F6A and AFMSR. The contractor will be required to submit receiving reports and payment requests for delivered items in Wide Area Workflow (https://wawf.eb.mil). This application allows DOD contractors to submit and track invoices and receipt/acceptance documents electronically. Please note these numbers are estimates and in no way obligate the US Government. The Government has not formalized an acquisition strategy. There is no solicitation and there is no other information available at this time. Only responses to this sources sought will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted. Interested offerors should respond to this synopsis within 15 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. Any information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
