- DRAFT Performance Work Statement The U.S. Department of Education (ED), National Center for Education Evaluation (NCEE), Institute of Education Sciences (IES), in collaboration with the Office of Innovation and Improvement (OII), intends to initiate a Request for Proposal (RFP) procurement action for a requirement of services for a study that will (a) identify promising strategies for providing parents (and perhaps students) with high-quality information that will help them to make effective school choices; and, to (b) examine the feasibility of an impact evaluation focused on this topic. This action is designed to contribute to department initiatives focused on improving both parent engagement and enhanced school choice. The solicitation will be issued as a small business set-aside. The applicable NAICS Code is 541720. The acquisition will be solicited using the procurement process prescribed in Subpart 19.5, Set-Asides for Small Business, of the Federal Acquisition Regulations (FAR). A firm-fixed-price contract is anticipated to be awarded in August 2012 for a period of 12 months or 1 year. Solicitation documents, plans and specifications will be exclusively available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov on or about June 21, 2012. It is the contractor's responsibility to monitor FBO for any amendments. All contractors must be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/ccr/default.aspx as required by FAR 4. 1102.
