Description

Solicitation/Request for Proposal (RFP) Attachment 9 Solicitation/Request for Proposal (RFP) Attachment SOLICITATION/REQUEST FOR PROPOSAL (RFP) The purpose of this solicitation is to provide potential offerors the Request for Proposal for the Environmental Protection Agency's Research Conservation and Recover Act (RCRA) Enforcement, Permitting and Assistance (REPA) program. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM's) for REPA services in Zone 3 which is comprised of Regions 7, 8, 9 & 10 contemplates award of two Fixed-Rate/Indefinite Delivery Indefinite Quantity (IDIQ) Time-and-Materials type contracts with competing task orders. The anticipated ordering period includes a twelve (12) month Base Period, and four (4), 12 month Option Periods with a maximum potential ordering period totaling sixty (60) months. The contractor shall perform in accordance with all environmental statutes as applicable (e.g., Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments Reauthorization Act (SARA), Resource Conservation and Recovery Act (RCRA) Corrective Action, Oil Pollution Act (OPA), Leaking Underground Storage Tanks (LUST), or successor statutes and regulatory programs. The NAICS code for this acquisition is 541620, Environmental Consulting Services, with a size standard of $14 Million in gross annual receipts or income. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. Contract award will be made using a best value approach, with technical capability being of significantly more important than cost or price.
