- Answers/Clarifications to Respondents' Questions as of 5 June 2012: Q - Does the scope of the proposed proactive SA RFI cover the fusion of both structured SIGINT and unstructured HUMINT sources or only the HUMINT source? A - The government is looking for analytics that will use SIGINT, HUMIT, and other data to generate tips and cues. Q - If HUMINT included then do you envision evidence structuring (e.g. to RDF triples) before their use or there are existing efforts that can be leveraged? A - There is existing software in the DSC to convert HUMINT to triples and it is expected that it would be leveraged unless there is a compelling reason for using a different or augmenting the existing ingest method. Q - Can we assume the availability of tools (within DCGS-A Cloud SaaS or COIST) to extract significant features/events from IMINT/VIDEOS if these are to be included into the fusion process? Similarly, can we assume availability of tracks of targets of interest for analyses to detect unusual activities? Are there any ongoing model/ML-based SA efforts that we should be aware of to leverage on? A - There are emerging technologies in the cloud in regards to all three of these technology efforts which can be leveraged but the government is always interested in new innovative efforts. Q-Does a Squad Tips & Cues frame work need to be develop as part of this RFI? A- The government has not chosen a Tip and Cue framework at this point and this RFI is one avenue to look for potential solutions. That said, the government is interested in pursuing a variety of modular "tip and cue" analytic solutions that would integrate into the selected tip and cue framework. Q - Will the proposals be evaluated as a "system", with the whole solution being considered, or will the RFP be built based upon a "best of breed" type of structure, where the most beneficial components will be taken from each submission, to create a spec for the solicitation? A - The government is not looking for a turnkey solution, but innovative components that can be integrated together to form a solution to the overarching problem of providing information to situational awareness and understanding to the lower echelon. Clarification - This effort will not involve any upgrades or enhancements to the network or radio architecture.
