Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Personal Protective Technology Laboratory (NPPTL), hereby announces its intent to issue a purchase order to Adso Enterprises, Inc., Dr. Fred Brown for Strategic Planning Support for the National Personal Protective Technology Laboratory and NIOSH's Personal Protective Technology cross-sector program. Dr. Fred Brown Ph D has been integral in developing and implementing the strategy for the formation and workings of the PPT Conformity Assessment Working Group, a 25 member group representing industry, labor, government, and academia. This group's objective is to develop comprehensive and consistent risk-based processes for non-respiratory personal protective technology conformity assessment that NIOSH can use to improve worker safety. Dr. Brown prepared the charter for the group, an operating structure including five sub-groups, and a two-year plan with milestones so that the group's objective can be met. BACKGROUND: The National Personal Protective Technology Laboratory (NPPTL) is a division of the National Institute for Occupational Safety and Health (NIOSH), within CDC that has as its mission: to prevent work-related injury, illness, and death by advancing the state of knowledge and application of personal protective technologies (PPT). Proper use of personal protective equipment (PPE) and technologies substantially reduces injuries, illnesses, and fatalities among our nation's workers. An estimated 20 million workers use PPE on a regular basis to protect them from job hazards. PPE protects workers from death and disabling injuries and illnesses resulting from exposures to hazardous airborne particles, harmful chemicals, excessive noise, falls, physical trauma, and fires. Improvements in PPT are realized through better standards and regulations and subsequent availability of PPE complying with the new standards and regulations, worker training programs, guidance on selection, use, and maintenance. The Laboratory is responsible for (1) conducting work site surveillance of hazards for which protective technologies and equipment are used to protect workers, and studies patterns of personal protective technology (PPT) use; (2) conducting a variety of laboratory and field research relating to the development and evaluation of innovative personal protective technologies and equipment; (3) researching and developing criteria, standards and guidelines relating to PPT performance, quality, reliability and efficacy; (4) directing and performing the NIOSH respirator approval program and related laboratory, field, quality, and records activities; (5) producing and disseminating research findings, technical information, training materials, performance criteria, and recommendations for using personal protective equipment to improve protection of workers; and (6) developing, studying and assessing the effectiveness of communications and training approaches and technologies relating to PPT. In the performance of its activities, NPPTL produces many types of technical outputs primarily aimed at the technical communities researching, manufacturing, using, and regulating the various types of personal protective technologies and equipment. These outputs include technical papers and peer-reviewed manuscripts, presentations at technical meetings and conferences, and various types of guidance, recommendations, and policy documents. PURPOSE:. The purpose of this contract is to provide strategic planning support services to NPPTL, its PPT program, and all activities in furtherance of its mission. NIOSH undertakes initiatives to strategically position its sector and cross-sector programs and activities to better protect the health and safety of American workers. These initiatives and activities include: Science Administration at NIOSH - an Institute-wide activity to improve the quality of all scientific activities, together with metrics NIOSH Board of Scientific Counselors, PPT Program Response - an Institute-wide, multi-year evaluation of progress towards meeting NRC recommendations PPT Program Implementation Plan - a revision to the plan in response to NRC recommendations NPPTL Program/Project and Budget Formulation Process, - a revision to the annual process used to define all program and supporting projects and NPPTL-wide budgets for the up-coming fiscal year PPT Program Professional Judgment Budget, - revisions, as requested, to a comprehensive definition, analysis, and justification of the PPT Program and funding NIOSH development of Conformity Assessment processes for non-respiratory PPT Adso Enterprises, through Key Personnel, Dr. Fred R. Brown, will perform the following tasks: a. Prepare agendas, participate, define actions, and monitor progress of the Conformity Assessment Working Group towards meeting its objective, and provide strategies for addressing issues as they arise b. Prepare revisions to PPT Program and NIOSH strategic initiatives, plans and activities, including those mentioned above c. Develop strategies for identifying and pursuing alternative sources of funding for NIOSH and the PPT Program (e.g. increasing certification fees, partnering with other government agencies, Cooperative Research and Development Agreements [CRADAs], etc.) d. Prepare White Papers and PowerPoint presentations containing strategic approaches that analyze specific activities, including emerging issues, of importance to the mission of NIOSH. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2012-Q-14635. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Adso Enterprises, Inc., 3109 Squires Manor Ln, South Park, PA 15129 as the only source and a purchase order will be issued without any additional notices being posted.
