- PR 0045186197 Request for Proposal SPM4A6-12-R-0731 is to result in a firm fixed price, definite quantity contract for a total of 2 each for NSN 5840-01-582-6497, AMP, Electron Tube. This NSN is being procured in accordance with a source restricted part numbered item. The sole approved source is Northrop Grumman Systems (Cage: 21877), P/N 240411. This solicitation will be issued as an Unrestricted procurement utilizing Other than Full and Open Competition in accordance with 10 U.S.C.2304 (c)(1). The following terms apply: Delivery: FOB Destination, Inspection and Acceptance at Destination. Quantity variance is plus/minus 0%. Surge and Sustainment is not applicable. The required delivery is 181 days ARO. This NSN is not a Critical Safety Item. The final contract award decision will be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. Certified Cost and Price Data will not be required as the dollar threshold requiring such data has not been breached. In accordance with FAR 15.403-3, the Contracting Officer reserves the right to request other than certified cost and price data (informal data) to the extent necessary to determine a fair and reasonable price. A Subcontracting Plan is not required for offers submitted under $650,000; this threshold is not expected to be breached for this procurement action. EEO clearance is not required as the dollar threshold has not been met. Progress Payments are not included as conditions at FAR 32.501-2(c) have not been met. The solicitation will be issued on 21 June 2012 with a closing date of 23 July 2012. A copy of the Solicitation will be available via the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP/ on the same issue date cited above.
