Description
This is a Sources Sought Synopsis to conduct market research for developing a procurement strategy for an upcoming construction contract at the Department of Veterans Affairs, Portland VA Medical Center, Portland Oregon. Magnitude of construction project is between $5,000,000 and $10,000,000. Responses from this notice will assist in determining if the acquisition should be set-aside for competition among small business concerns. The NAICS code for this procurement will be 236220, Commercial and Institutional Building Construction, and the small business standard is $33.5 million. Project Summary: The U.S. Department of Veterans Affairs is planning the construction of a new Emergency Department Building at the Portland VA Medical Center located in Portland, Oregon. The New Emergency Department Building is to replace the existing Emergency Department. The proposed action is for a contractor to provide all supervision, labor, materials, equipment, and all services necessary for the new emergency department building. The contractor shall prepare site for building operations including demolition and removal of existing structures. Work includes general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, elevators, and construction of certain other items. Project Location: Department of Veterans Affairs, Portland VA Medical Center, Portland, OR. This announcement is for planning purposes only and does not constitute a solicitation for competitive bids/proposals. This announcement is not to be construed as a commitment by the Department of Veterans Affairs. No contract will be awarded from this announcement. All interested parties who believe they can meet the requirements are invited to submit responses, via e-mail, to the attention of Maria De L Santiago, Contract Specialist, by email: maria.santiago4@va.gov. No telephone calls will be accepted. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 PM (Pacific Time) on 20 June 2012. In order to be considered, you are requested to provide, at a minimum, the following information in your response and/or narrative: Company name, address and phone number. 1. Company name, address, and phone number. 2. Company DUNS number and point of contact with phone number and email address. 3. Socio-Economic Category. Business size to include any official teaming arrangements as a partnership or joint venture. (e.g. certified 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (Hubzone) small business, service-disabled veteran-owned small business, or veteran-owned small business). 4. Verification your company is registered in VetBiz and is a certified SDVOSB or VOSB. This is a mandatory certification requirement if your company is claiming SDVOSB or VOSB status. 5. Bonding capacity and bonding information. 6. Written confirmation your company intends to submit an offer. (Request you only respond if you have a genuine interest in the project and will definitely submit a bid/offer.) 7. Company profile to include certified NAICS code it is registered for. 8. Proof your company has received a contract, conducts business, or has bid on, similar work in the general locality of the project. 9. If your company has not done business in the general locality, explain why your company is interested in the project and how you intend to overcome the obstacles of bidding and working in a new location (i.e. subcontractor and supplier plans, superintendence, project management, customer relations, etc.). 10. Details of similar projects and state whether you were the Prime or Subcontractor: Required, at a minimum, three (3) projects completed within the last ten (10) years that are relevant to the work that will be required under this project NOTE: Information provided will be held in strict confidence. Comments will be shared with the Government and project management team. The government will not reimburse responders for any cost associated with providing information in response to this announcement.
