Data Supplement B: Information from Modeling and Simulation for the Airborne Radiological Enhanced-sensor System (ARES) Data Supplement A: Guidance for the Bell 412 Aerial Platform BAA Solicitation (51 pages, Adobe Acrobat Pro) The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is soliciting proposals for the Domestic Nuclear Detection Office (DNDO) under this Broad Agency Announcement (BAA) for the Airborne Radiological Enhanced-sensor System (ARES) for Advanced Technology Demonstration (ATD) that directly supports the DNDO mission. Specifically, the DNDO is seeking innovative research and development that will result in improved methods to detect and localize radiological sources from an airborne platform. The desired technology will be able to rapidly determine if a radiological or nuclear (R/N) source is present while in flight over a wide variety of environments including maritime, urban, and rural locales. Two topics will be presented under this BAA: TOPIC 1. Sensors for Improved Aerial R/N Detection. Private industry is invited to submit proposals to Topic 1of this BAA, and may team/subcontract with other companies, organizations, and institutions to include FFRDCs, UARCs and other Federally-funded Government activities, as appropriate, to best utilize their individual strengths. Small and Disadvantaged Businesses (SDB), women-owned businesses, and HUB-zone enterprises are encouraged to submit proposals, and to join others as team members/subcontractors in submitting proposals. However, no portion of the BAA will be set-aside for these special entities pursuant to FAR Part 19.502-2. National Laboratories, Federal Government Laboratories, National Agencies, FFRDCs, Federal Government Activities, Federal Agencies, UARCs, and other Federally-funded Government activities may not propose directly as prime contractors to Topic 1 of this BAA. However, they may collaborate with eligible Offerors by providing explicitly identified supporting capabilities. It is the responsibility of the providing laboratory (not DNDO) to identify which supporting capabilities are available. DNDO will neither encourage nor discourage eligible Offerors from utilizing FFRDCs, UARCs and other Federally-funded Government activities. This is at the sole discretion of eligible Offerors. All members of the proposed team may participate in proposal preparation and fully participate in the execution of the program. UARCs must include as part of a full proposal a statement of permission to participate from the Center's Federal sponsoring activity. (End Topic 1) TOPIC 2. (End Topic 2) Pursuant to both topics, foreign participants and/or individuals may participate to the extent that such participants comply with any necessary Non-Disclosure Agreements, Security Regulations, Export Laws, and other governing statutes applicable under the circumstances. Any organization that wishes to participate and submit a proposal in response to the Solicitation must follow the instructions located in Section 8, Instructions to Offerors, of the Solicitation. There will be no exceptions. No phone calls will be accepted, and the BAA is being issued via FedBizOpps in electronic copy only.
