Description
DESCRIPTION OF INTENT: THIS IS A SOURCES SOUGHT MARKET SURVEY TO IDENTIFY POTENTIAL MANUFACTURERS OF VENTILATION SYSTEM UPGRADE for Caiman MTVs. The results of Survey Questionnaire will help the USG determine the appropriate method of procurement for such requirement. Responses to the survey questionnaire are requested no later than June 21, 2012. Submit the questionnaire and or/questions to Elena Hunt at elena.hunt.civ@mail.mil. We thank you in advance for your time and participation. DISCLAIMER: No contract will be awarded from this announcement. This is not a Request for Proposal or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time. DESCRIPTION: The MRAP Caiman MTV vehicle fails to meet ventilation requirements and does not pass all mandatory testing. The current system was required to meet MIL-STD-1472F which states "If enclosure volume is 4.25m3 (150 ft3) or less per person, a minimum of 0.85 m3 (30 ft3) of ventilation per minute should be introduced into the enclosure; approximately two-thirds should be outdoor air." Test results indicate that in a current Category I configuration with a 5 person crew the vehicle passes with the hatch open and fails with the hatch closed (both fresh air supply and air exchange rate) SALIENT CHARACTERISTICS / MINIMUM REQUIREMENTS: 1)The ventilation system shall meet all MIL-STD-1472G standards. Listed below are some specific excerpts of interest a.5.5.2.1.3.a "If the enclosure volume is 4.25m3 (150 ft3) or less per person, a minimum of 0.85 m3 (30 ft3) of ventilation per minute per person shall be introduced into the enclosure; approximately two-thirds should be outdoor air." b.5.5.2.1.3.d.1 "Air velocities shall not exceed 30 meters (100 feet) per minute (0.5 m/s or 1.7 ft/s) at any measured position in the space." c.5.7.11 Dust requirements: "Filters shall be capable of removing dust particles above 5 microns in diameter." 2)The ventilation system shall meet interior climate control requirements: Caiman MTV shall incorporate a climate control system capable of maintaining interior cabin temperatures between 60 F to 85 F in all operating environments, with all doors/hatches secured. a.The heater shall be capable of raising the cab temperature from -25 F to 41 F within 45 minutes after the truck has been started. b.The air conditioning system shall be capable of lowering the cab interior to 85 F within 60 minutes after the air conditioner has been activated when the outside temperature is 130 F. c.This system must meet all MIL-STD1472G standards. 3)Caiman MTV enclosure is estimated to be 469 ft3 empty and 320 ft3 with all equipment (without soldiers). 4)Vehicle shall pass both Category I (6 person crew - 180 CFM) and Category II (10 person crew - 300 CFM) RESPONSE FORMAT: Please format the subject line of the response email as follows; "[Organization Name] response to Caiman MTV Ventilation System SOURCES SOUGHT SURVEY". GENERAL INFORMATION: - The standard of performance applicable to the "or equal" is that it must be functionally equivalent to the brand name product, but not necessarily the same in every detail. The "the equal" must perform substantially the same function in substantially the same way and for substantially the same purpose. The equal must prove to be substantially the same as the brand name with respect to specification requirements. The true measure of equivalency will come from actual comparative testing and analysis of a sample submittal. - The USG acknowledges its obligations under Title 18 U.S.C. 1905 to protect information. Pursuant to this statute, the USG is willing to take into account any PROPRIETARY restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: - Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) "PROPRIETARY" with any explanatory text, so that the UGS is clearly notified of what data needs to be appropriately protected. Marked data already in the public domain, in the possession of the USG or third parties, or that is afterward placed into the public domain by the owner or another party through no fault of the USG will not be protected once in the public domain. Data in the possession of the USG will be protected in accordance with the USG's rights in the data. - If protection of specific areas is required within electronic files, use the restrictive legends "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS" to clearly mark proprietary data. - In any reproductions of technical data or any portions thereof subject to asserted restrictions, the USG will also reproduce the asserted restriction legend and any explanatory text.
