- CHANGES HAVE BEEN MADE TO THE ORIGINAL SOLICITATION DATED 5/31/12. OFFERORS SHALL ONLY USE THE PDF VERSION OF THE SOLICITATION DATED 6/5/12. THE CHANGES MADE ARE CONTAINED IN PARAGRAPH C OF SECTION H.4 TO THE LIMITATION OF FUTURE CONTRACTING CLAUSE. The purpose of this solicitation is to provide potential offerors the Request for Proposal on behalf of the U.S. Environmental Protection Agency (EPA), Office of Acquisition Management's (OAM's) to aquire a competitive, full and open contract to provide analytical, managerial, and technical services to the EPA's Office of Site Remediation Enforcement performed pursuant to the OSRE-3 Statement of Work. The contractor shall perform in accordance with all environmental statutes as applicable (e.g., Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments Reauthorization Act (SARA), Resource Conservation and Recovery Act (RCRA) Corrective Action, Oil Pollution Act (OPA), Leaking Underground Storage Tanks (LUST), or successor statutes and regulatory programs. These services will primarily be provided within EPA's Headquarters (Washington, D.C. area) for the Office of Site Remediation Enforcement. It is the Government's intent to award a Cost Reimbursement Plus Fixed-Fee contract from the solicitation through full and open competition. The Government may issue either Cost Reimbursement Term Form or Firm Fixed Price work assignments under this contract. The anticipated ordering period includes a twelve (12) month Base Period, and four (4), 12 month Option Periods with a maximum potential ordering period totaling sixty (60) months. The total estimated Level of Effort (LOE) including Optional Quantity LOE hours for this requirement in professional labor hours for all years is 75,000 hours. The NAICS code for this acquisition is 561110, Office Administrative Services, with a size standard of $7 Million in gross annual receipts or income. This is a request for submission of proposals. This procurement is anticipated to be awarded in August 2012. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. Contract award will be made using a best value approach, with technical capability being of greater importance than cost or price.
