Description
NASA/ARC intends to extend contract NNA05BE28C with Science Applications International Corporation (SAIC) on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The performance period will be extended for a potential 4 month period, consisting of a two month base period, and two one-month options. The principle purpose of this contract is to provide support for the NASA Ames Research Simulation Laboratory Facilities (SimLabs). The SimLabs are unique national research and development facilities dedicated to providing researchers with high-fidelity environments in which to conduct simulated flight research and to advance the state-of-the-art of simulation technology. Researchers use the SimLabs facilities to investigate a variety of topics ranging from the design of new aircraft guidance and control systems to the human factors implications of new or existing flight deck displays, airspace operations, air traffic control and automation. In-house projects and experiments are conducted to develop new simulator systems and subsystems, improve simulation systems, develop advanced engineering techniques to improve the fidelity and validity of simulation programs, and incorporate the latest technology into simulation systems. The Simulation Laboratory Facilities are primarily comprised of the Crew-Vehicle Systems Research Facility (CVSRF), the Vertical Motion Simulation Complex (VMSC) and FutureFlight Central (FFC). The extension will extend the period of performance of the current contract, NNA05BE28C, for two (2) months from July 1, 2012 through August 31, 2012, for the base period; and through October 31, 2012 if the two one-month options are exercised. The extension will not increase the current contract value. The extension is in the Governments best interest to provide ongoing SimLabs services until a new contract is awarded. The current Contractor, SAIC, is considered the only Contractor that can meet ARCs needs given the short period of performance for the extension. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The purpose of this action is to bridge the performance period between the end of the current contract and the anticipated award of the follow-on requirement. Information regarding the recompetion of SimLabs II can be found at the following website: http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=145919. The Government does not intend to acquire a commercial item using FAR Part 12. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 pm PDT on Wednesday, June 13, 2012. Such communication of capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is: Charles W. Duff II, email Charles.W.Duff@nasa.gov (650) 604-6335 Information about major upcoming ARC procurement actions is available at http://ec.msfc.nasa.gov/cgi-bin/eis/admin/admin.cgi?center=ARC
