Description
EOI Cover Letter Expression Of Interest EXPRESSION OF INTEREST DEVELOPMENT, DEPLOYMENT, AND POTENTIAL OPERATION OF A SUPPLEMENTAL SALT WASTE TREATMENT CAPABILITY Savannah River Remediation LLC (SRR) is currently contracted to operate the liquid waste (LW) system at the Savannah River Site (SRS) under prime contract DE-AC09-09SR22505. The LW system consists of several facilities to safely receive, store, treat, and permanently dispose radioactive waste. The waste in the storage tanks may be classified into two broad general radioactive waste categories, high level waste (HLW) and low level waste (LLW), present in three forms: supernatant, sludge, and salt. Salt contains salt crystals (which form after the evaporated supernatant is cooled), and entrapped interstitial supernatant liquid. The sludge, primarily insoluble oxides, is dispositioned directly through vitrification in the Defense Waste Processing Facility (DWPF). The salt is treated to remove strontium, actinides, and cesium resulting in decontaminated salt solution (DSS) or LLW fraction disposed through the Saltstone Production Facility (SPF), and a HLW fraction disposed through vitrification in DWPF. Salt waste is currently being treated by SRR in the SRS Actinide Removal Process/Modular Caustic Side Solvent Extraction Unit, and this waste material will also be treated in the Salt Waste Processing Facility. In accordance with the SRS Liquid Waste System Plans Revisions 16 and 17, a supplemental salt waste treatment capability is desired to shorten the Liquid Waste lifecycle. The purpose of this inquiry is to determine market place interest and qualifications for development, deployment, and potential operation of a supplemental salt waste treatment capability. SRR will use the information obtained in your response to this Expression of Interest (EOI) to determine your firm's ability and interest in performing this service. This EOI is for INFORMATIONAL PURPOSES ONLY. SRR is seeking innovative solutions for treatment of salt waste in the areas of technical, operational, business, and financial alternatives. This EOI identifies standard parameters such as payment for per gallon of waste treated, identification of existing and legacy treatment technologies, and commercial terms and conditions. Potential offerors are encouraged to respond with innovations in all aspects of salt waste treatment that will support a cost effective, financially viable, and aggressive schedule potential subcontract. This EOI does not commit SRR to issue a future solicitation for these services, to award a subcontract, or to pay any costs incurred in the development and submission of any response. Any subsequent procurement actions will be subject to availability of future funding. EOI responses (2 hard copies, 1 electronic copy) are requested and will be received by SRR through 5:00 P.M. EDT on Monday, July 16, 2012. If no response is received by the submission date, SRR will assume that you have no interest in participating in this procurement.
