Description
Hill AFB anticipates the formation of five, or six, Indefinite Delivery Indefinite Quantity (IDIQ) contracts with five year ordering periods for Architectural & Engineering (A&E) Title I, Title II, and Title III services. To include but not limited to:(1) Alteration and repair of grounds, roads, buildings, and structures; (2) Alteration and repair of utilities; (3) Alteration and repair of various types of mechanical systems, to include HVAC and associated controls, fire protection, steam plants, steam distribution and piping, waste treatment, and other mechanical systems; (4) Alteration and repair of various types of lighting and power distribution systems; (5) Feasibility, traffic, and other studies; (6) Conceptual renderings; and (7) Topographical and geodetic surveys. The projects vary in complexity, scale, and objectives. The scope of work includes schematic design of projects (Title I Services) including, but not limited to: research, site investigations, preparation of condition assessment reports, reports of recommendations, preparation of project scopes, preparation of design-build requests for proposals, surveying, schematic designs, cost estimates, life cycle cost analysis, and value analysis; design development and construction document work (Title II Services) including, but not limited to: drawings, specifications, cost estimates, and value engineering; and construction management (Title III Services) such as site visits, inspection/observation, consultation, review of submittals and shop drawings, and preparation of operation and maintenance manuals and as-built drawings. The IDIQ's will be solicited as Full and Open competition and no small business set-aside is being used. Anticipated ceiling amounts for awarded contracts are between $1mil and $2mil per IDIQ. No seed project will be utilized and SF330's will be evaluated IAW the Brooks Act, FAR 36.6, and DFAR 236.6 (Price is not to be a factor for award). All SF330's will need to be submitted prior to closing of the solicitation to be considered for award of an IDIQ. Hill AFB anticipates award to the most highly rated five, or six, contractors. Submittals: Current SF330. SF330's Will be submitted to the contracting office to be routed to the 75th CEG for review and evaluation. SF 330 must be on file to be considered for award. There will be no conceptual project for this requirement. All contractors must be authorized by law to provide A&E services in the state of Utah to be considered for award. Geographical location and knowledge will be a factor for award. Awards will only be made to contractors with local offices in Region 8. Region 8 includes Colorado, Montana, North and South Dakota, Utah, and Wyoming. Contractors without a local office in this region will not be considered for award. Anticipated evaluation criteria include - 1) Professional qualifications 2) Specialized Experience and technical competence 3) Capacity to accomplish the work 4) Past performance (including DFAR 236.602-1 (6)(A) and (B)) with government agencies and private industry 5) Location in the general geographic area and knowledge of the locality of projects. This is a pre-solicitation/synopsis and the solicitation will be released at a later date. Anticipated solicitation date of 25 July 2012 (subject to change based on internal processes and funds) but it could be later. This synopsis will stay active until the solicitation is released.
