Photos The Architect of the Capitol (AOC) is posting this sources sought announcement is for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, experience, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a sole source or an alternate procurement strategy is warranted. The project includes restoration of the decorative finishes and gilded cast plaster ornaments (including conservation of original burnished water gilding) on the walls in the Senate Reception Room (S-213) next to the Senate Chamber in the United States Capitol. The Senate Reception Room, which contains previously conserved frescoes and murals by Constantino Brumidi, is one of the most ornately decorated rooms in the Capitol. The elaborate cast plaster decoration on the walls and ceiling was created in 1857 by ornamental plasterer Ernest Thomas. The decorative painting was carried out in early 1857 in subtle colors harmonizing with the figurative murals. Gold leaf was applied to the cast plaster ornaments by Francois Hugot in 1857 and 1858 with burnished water gilding on highlighted areas. Over the past 150 years the walls have been subject to damage and have been coarsely re-gilded and repainted in inaccurate and dark colors. A 2009 - 2011 project to research, test, and analyze the gilded wall surfaces of the room was conducted, resulting in thorough report on the decorative finishes and gilding layers. The study was the basis for a pilot restoration that included all of the types of decorative elements on the west wall that will serve as the basis for the restoration of all of the similar elements in the room. The goal of this project is to conserve as much of the water gilding as possible and to clean and repair the plaster ornament to recover the fine details and regild and tone. The subtle colors and finishes of the surrounding decorative painting, including trompe l'oeil moldings and carved Greek key designs on the walls from the cornice level to the floor, are to be replicated and to match the pilot treatment area. Some further paint analysis will be required. Excluded are the previously conserved panels with cherubs (putti) and eagles and the scagliola dado, which must be carefully protected. Access will be dependent on the schedule of the United States Senate. Flexibility is required, with best access in evenings or on weekends or recesses. The work will be divided into phases dependent on access and funding and will require multiple mobilizations. The work is to be performed by a Key Person/Project Director who is a senior gilding conservator with extensive experience conserving nineteenth-century gilding in historic public buildings and a Professional Associate or Fellow of the American Institute for Conservation and is skilled in scientific testing and microscopic analysis. The Key Person/Project Director will conduct and direct restoration of the gilding and oversee the replication of historic decorative surfaces based on areas already replicated by decorative painters skilled and experienced in recreating nineteenth-century finishes which require subtle glazes. The Key Person/Project director is required to be on site the majority of the time that work is under way. All members of the team working on site will be required to submit to a security check and to wear identification badges at all times. The capability package submitted shall address the work listed above, demonstrate the company's capability to perform the work, and describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought shall provide the resume of the project director (senior gilding conservator) responsible on the similar projects. All response shall include the following information: (1) company name and address; (2) point of contact to include e-mail address and telephone number; and (3) business size and type (8(a), HubZone, Small Business, etc). Capability statements are to be submitted no later than June 20, 2012.
