- Reference Number: NHLBI-CSB-AR-2012-128-CSP Title: Notice of Intent to Award Sole Source to New York Stem Cell Foundation, Inc. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a contract, for Induced Pluripotent Stem Cell Lines, to New York Stem Cell Foundation, Inc., 1995 Broadway, Suite 600, New York, NY 10023, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The corresponding NAICS code is 813212-Voluntary Health Organizations and the small business size standard is $7.0 Million. The basis for the sole source determination: The sole source determination is based upon the fact that The New York Stem Cell Foundation is currently the sole vendor with the high thru-put capability. In addition, they use the unique technology of the Nanostring for quality control validation. All steps in derivation are monitored via proprietary software, and visual data capture, ensuring every cell line generated having a complete trace file. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2012-128-CSP and may be submitted electronically NO LATER THAN 1:00 P.M. EASTERN STANDARD TIME June 12, 2012 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
