Description
The U.S. Army Corps of Engineers, New England District is set aside for certified small business contractors for Replacement of the Fuel Hydrant System, Westover Air Force Base, Chicopee, Massachusetts. The NAICS code for the work described below is 237120, size standard of $33.5M. The project is planned to be issued in June 2012 as a Best Value award. The construction will extend over a 2 year period occurring in 2013 and 2014 as a multi-phased project with cost in $20 to $25 million range. Work will begin in November 2012. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be at Westover Air Force Base, Chicopee, Massachusetts, which is a secure active military airfield. The scope of the project is to construct a pressurized hydrant fuel system with 14 hydrants outlets and two 795-kiloliter (kL) (5,000-barrel) above ground fuel storage tanks. Modify an existing pumphouse to accommodate 152 liter-per-second (2,400 gallon-per minute) pumps and fuel filter/separators. Construct truck fillstands; hydrant hose truck checkout; product recovery system; and modify an existing transfer pipeline. Work also includes all necessary pumps, valves, filters, control systems, cathodic protection, fire protection, emergency generator and enclosure, utility and sewer connections, access pavements, fencing, and security lighting. Site preparation and improvements are included. Demolish or decommission the existing hydrant system pumphouse, underground tanks, piping and associated facilities. To accomplish this construction will require handling abandoned fuel equipment, earth support systems, utility connections and modifications, paving taxiways and active airport access roads. Because of this project occurs on an active installation and active airfield, there will be significant equipment and personnel management requirements to minimize impacts to the surrounding air base facilities. The contractor will also have a limited work area with limited access and all contractor personnel shall be screened for security purposes. The offeror will be evaluated on past experience with similar infrastructure projects at airport facilities or similar settings and must demonstrate the following experience/ expertise: Design and Installation of Earth Support Systems Fuel tank installation, including pumps, valves, filters control systems, cathodic protection, and fire protection Installation of pressurized hydrant and/or pipeline systems with multiple outlets/hydrants Construction at active air fields Modification of Sewer and Water Utilities Please note this solicitation is set aside for certified small businesses under the applicable NAICS code 237120, size standard of $33.5M. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June 14, 2012.
