Description
The Marine Corps Warfighting Laboratory (MCWL) seeks to obtain market research information from sources capable of fully satisfying a need to identify aerial systems that can deliver ˜tailored tactical ™ ship to objective logistical support to ground units operating in a distributed environment. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. However, proprietary information received in response to this market research shall be marked in accordance with FAR 52.215-1(e) and will be safeguarded and protected in accordance with Federal Acquisition Regulation (FAR). The Government is seeking suitable commercial items or developmental items that can be easily modified to meet existing Government requirements. Information on capable sources is sought for the following requirements: The system is not limited to, but needs to have the following capabilities: Assist MCWL in investigating potential candidate concepts, key and enabling technologies and technology development efforts that can deliver total weights of at least 500 lbs in no less than 250 lbs packages to multiple locations. Technology should be able to provide ship to objective aerial resupply of geographically distributed combat units autonomously. For certain operations or phases of operations, logistic support may be required from naval vessels located up to 50 nautical miles from the shore. Given the need for flexibility over a broad range of operational conditions, the specific requirements for the unmanned air vehicle are not rigidly defined and are provided as advisory in nature. These potential systems may have a Vertical Take-off and Landing (VTOL) capability, but it is not mandatory. The purpose of this RFI is to inform MCWL of technologies and concepts relevant to this capability and determine what technology development investments might be appropriate to support future MCWL experimentation. In response to significant changes to the nature of combat operations across the range of conflicts, the USMC has identified the need to create a family of flexible and scalable aerial systems that would enable an enhanced MAGTF to support two platoons of a Company Landing Team (CLT) operating in a distributed environment. Although the typical size of an individual combat unit requiring logistic support is a Marine Corps company, the flexibility to occasionally resupply smaller units may also prove beneficial. Logistics support may be required from naval vessels directly to tactical ground maneuver units. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status and 5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a two (2) pages submission limit, plus commercial marketing information or web links and all should be submitted via email to arlene.fitzpatrick@usmc.mil referencing the following solicitation number: M6785412R7305. These should be submitted on or before 2 July 2012. This sources sought is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this Notice, and responses to this notice cannot be accepted as offers.
