Description
The attached is the scope of work to be supported by the resulting follow-on interim awards. The attached is the narrative Justification for Other Than Full & Open Competition for the interim awards. Award of follow-on interim IDIQ contracts for learning management systems support services to support the Vendor Management Branch of Human Resources Services are intended to provide every facet of E-Training support. E-Training presents the opportunity to dramatically improve the effectiveness and efficiency of training, fully integrates organization training programs with tracking and career development planning, provides a relatively easy, cost effective opportunity to measure return on investment, and links training investments and their impact on the strategic bottom line. Therefore, the overarching purpose for procuring the E-Training services described herein is to create a premier e-Training environment that supports development of the Federal workforce through a unified, simplified, one-stop access to high quality e-Training products and services. The extension of the contracts will result in the award of interim contracts through which OPM can continue the services to meet the goals and objectives established for the e-Training, eGov initiative for a period of one year. For these reasons, and others detailed below, it is in OPM's best interest to immediately and temporarily extend use of Gov Online Learning Center indefinite delivery, indefinite quantity (IDIQ) contracts that will enable it to acquire the necessary contractor services while awaiting the outcome of the pending open recompete for these services. This contract vehicle provides state of the industry, online training services, web-based Human Capital Performance (eHCP) tools, educational instruction and the supporting technology and services needed to enable Government employees to achieve training and educational goals. Multiple contracts will be awarded for these services. No changes are anticipated relative to the requirements and labor categories associated with these contracts during the interim period. Any changes in technology will be considered as a part of the pending recompete. The delay of the original solicitation caused by the change of direction has created a need for interim contracts to prevent a loss in continuity of services for customer agencies being serviced though this vehicle. In addition, the additional time will facilitate maximum flexibility in pursuit of a rigorous procurement leading to the follow-on awards of the next contractual vehicle. This Notice of Intent to award a sole source contract IS NOT a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted. Interested parties may express their interest and provide a capabilities statement no later than June 20, 2012. The determination to refrain from competing this proposed contractual action based on responses to this notice is solely within the discretion of the Government
