Description
The 409th CSB/ECC-E (Theater Contracting Center) has a commercial requirement for a qualified Contractor to provide Security Guard Services at a facility located in Darmstadt, Germany. The facility requires a secure environment to conduct their mission. The objective is to staff the facility guard posts 24 hours a day, 365 days a year. Guards must be mentally and physically fit, properly qualified, trained and equipped. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement (PWS). The Contractor shall be required to provide services in a manner that prevents loss or injury to U.S. personnel, property, destruction of assets, to prevent unauthorized access, and deter potential terrorist attacks. Anticipated period of performance is one base year and two one-year options (to be exercised at the sole discretion of the Government). The contractor must comply with Federal Acquisition Regulation (FAR) 52.228-3, Defense Base Act Insurance. The contract will have firm-fixed-price contract line item numbers (CLINs). All contracted personnel that perform duties under this contract will be required to be citizens of the United States who possess a valid and current Top Secret Security Clearance with eligibility for Sensitive Compartmented Information (SCI). Each employee must have proof of valid security clearance prior to beginning duties under the contract. Security guards hired must be certified in accordance with the Technical Exhibits associated with the Performance Work Statement (PWS). All Contractor personnel shall be able to converse in English consistent with a Level 2 category interpreter to the degree that they understand oral and written communications and express themselves in matters pertaining to their work, i.e., reporting of emergency situations, either in person or by telephone or radio communications to their supervisor or military authorities. The Government plans to post the solicitation in this site on or about June 30, 2012. No paper copies will be mailed. The approximate acquisition schedule is as follows: Once the solicitation is posted on FedBizOpps, the offerors will have approximately thirty (30) days to submit proposals. All dates are subject to change. Specific requirement details, equipment lists, as well as the PWS will be included in the Request for Proposal (RFP) number W564KV-12-R-0029. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of the solicitation, and all invoices and payments will be made using the WAWF system at https://wawf.eb.mil. The contract will be awarded to the best technically acceptable proposal with the lowest evaluated price.
