Subject: Navy Exchange Expansion, Main Exchange (Freedom SOUQ), located at NSA, Bahrain Solicitation No.: W912ER-12-R-0080 Original Issue Date: 01 June 2012 Response Date: 18 June 2012 Set Aside: N/A Contracting Office Address: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 NAICS Code: 236220 Classification Code: Commercial and Institutional Building Construction SYNOPSIS: This announcement is for the purpose of soliciting construction firms with work experience in the Middle East region for the design and build of a second-story expansion for the Main Exchange (Freedom SOUQ) Building 261 at NSA, Bahrain. A firm-fixed price contract will be awarded to a prime construction contractor. The magnitude of this project is between $500,000 and $1,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about June 29, 2012. The proposals will be due on or about July 30, 2012. Contract award is scheduled on or about September 04, 2012. No solicitation will be posted to this website. PROJECT SCOPE: U.S. Army Corps of Engineers Middle East District has a requirement to design and construct the expansion for the Main Exchange (Freedom SOUQ) Building 261 located at NSA, Bahrain. Work to the existing Building 261 will include constructing a 257 meter-squared second story addition onto the existing ground floor roof structure of the main exchange facility. The expansion will be of reinforced concrete frame construction with reinforced cast in place with concrete exterior closure. The building exterior finishes will comply with installation design guidance, and interior construction will be as appropriate for establishment/operation of a retail business. ESTIMATED PERIOD OF PERFORMANCE: All work identified in the Scope of Work shall be completed within 185 days from the Notice to Proceed. PROPOSAL PROCEDURES: The request for proposal (RFP) will only be issued to prime construction contractors at the site below. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or Google accounts. The Lowest Price Technically Acceptable (LPTA) contracting method will be used to evaluate proposals. The evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract awarded based on LPTA determination. SITE VISIT: The tentative date for the Site Visit is July 9, 2012. Attendance at the site visit is limited to two (2) people per firm. Attendance is not mandatory. Due to base security requirements, bidders are strongly encouraged to coordinate base access for the Site Visit at least 30 days prior to the date of the site visit. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government proposes to post the RFP to a file transfer protocol (ftp) site and be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. ADDITIONAL REQUIREMENTS: Offerors must be licensed to conduct business in the State of Bahrain. Files pertaining to the solicitation will be available through Safe Access File Exchange (SAFE). Interested offerors will receive an email notification with the subject: AMRDEC Safe Access File Exchange Delivery Notice. The notification will include a description of the file, a link to the file, and a password to retrieve the file. The file will only be available for 14 days and the password is a ONE-TIME USE ONLY during the 14 day period.
