Description

Regional Map 1.0 Overview This is a Request for Information (RFI) to obtain market information or capabilities for planning purposes as defined in FAR 15.201(e). The purpose of this RFI is to assist the Air Force in assessing the ability of roofing contractors to successfully operate under several potential procurement scenarios and new Department of Defense (DoD) requirements. This RFI contains new information and related inquiries not previously addressed in prior RFIs. This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. Responses are not offers and cannot be accepted by the Government to form a binding contract. Respondents are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. Submission of any information is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. Responding to this questionnaire does not guarantee a subsequent solicitation will be issued. Please monitor the Federal Business Opportunities ( www.fbo.gov ) website for future information pertaining to this potential requirement. 2.0 Background The AFCECC is part of the Enterprise Sourcing Group (ESG) located at Wright Patterson AFB, OH. The ESG is the Air Force's centralized organization for executing enterprise-wide strategic sourcing of goods and services for its installations throughout the contiguous United States. They utilize strategic sourcing best practices to continually improve and re-evaluate organizational purchasing activities, to improve quality, and reduce costs. In today's tight budgetary environment, there are ever shrinking funds for installation support activities. To ensure that its installations can continue to operate effectively, the AF must continually stretch taxpayer funds. By combining requirements from multiple installations and leveraging buying power, the ESG enables the AF to save funds that can redirected for critical warfighter needs. Currently, roofing services are typically procured, when needed, by each of the AF's 60+ installations using their local contracting offices. This results in variation in pricing, duplicative agreements with common vendors, and unnecessary additional workload. The AFCECC is analyzing several potential procurement approaches to address this problem, and require the input of both large and small businesses to ascertain the feasibility and impact of those approaches. 3.0 Requested Information The AFCECC desires information from businesses specializing in roof replacement and repair only operating under North American Industrial Classification (NAICS) code 238160 (Roofing Contractors). If you are a large or small business interested in assisting the AF in its market research effort, please complete the online questionnaire posted at www.surveymonkey/s/afcecc_roofing. This questionnaire consists of five (5) pages in total and may require up to 30 minutes to complete. Please complete this questionnaire no later than 15 Jun 12. Please ensure you also reference the geographic map posted to this FBO page as part of your questionnaire response. We highly encourage all interested parties to provide a complete and thorough questionnaire in response to this RFI, however not responding will not preclude participation should a solicitation be released. The online questionnaire will be the source tool for gathering responses, please use the best available information or estimates. If you need to stop the survey during any time, you will be able to resume your session using the same computer from which you started. Please ensure cookies are enabled on your computer. Information gained through this RFI will be used to shape future potential acquisition approaches. Individual capability briefs will not be accepted at this time.
