Description
The purpose of this synopsis is to inform industry of NASAs intent to issue a sole source extension to the Simulation & Software Technology Contract (SSTC), Contract NNJ08HA01C, which provides a broad range of support simulation, virtual reality applications, robotics training systems, and engineering analysis services at Johnson Space Center (JSC). Currently, the SSTC supports the JSC Engineering Directorates Software, Robotics, & Simulation Division (SRSD) in support of the International Space Station (ISS) Program (ISSP), the Orion Multi-Purpose Crew Vehicle (MPCV), the Training Systems for the 21st Century (TS21), and advanced programs for exploration.This includes design, development, testing, and operations of training systems, intelligent systems, robotic systems, spacecraft flight software systems, and real-time simulation systems.The SSTC also provides engineering in the areas of automation and intelligent systems, as well as telerobotics and autonomous robotic systems for ground and space flight applications. The SSTC provides the MPCV prime contractor insight/oversight and inline support for areas including software design, prototyping, systems engineering, software integration, software life-cycle management, requirements analysis, systems management, and system architecture analysis in each of the software functional domains. The SSTC is also the exclusive contract used in developing and maintaining the Trick Simulation Environment. Trick is the primary simulation architecture for all Dynamic Skills Trainer simulations in support of ISS crew training and the Space Station Remote Manipulator System simulation supporting the Space Station Training Facility. In addition, Trick is the foundational simulation architecture utilized in all human-in-the-loop engineering simulations at JSC, including the TS21. It is critical for the SSTC to continue technical oversight support to the MPCV program as MPCV transitions from test and verification to the first launch of MPCV. During this time, there is a continued need to support the current MPCV Project direction of completing the MPCV Vehicle software development and verification by 2013 and flying in early 2014. The SSTC workforce is in key software oversight positions within the MPCV Project, and a disruption at this time could lead to schedule delays and loss of expertise. Ending this contract in April 2013 could cause a disruption in the delivery of critical services and products such as test and verification tools, software architecture designs, systems management functionality, integration between MPCV, Mission Control, and Kennedy Space Center, and integration with external elements such as the Space Launch System (SLS). Transitioning the SSTC in April of 2013 poses major risks for the ISS, MPCV, and TS21.A new contractor would be transitioning during a period of high technical risk as NASA prepares for the first MPCV flight and the completion of the TS21 facility. Without an increase to the contract ceiling and Period of Performance (POP), there could be a disruption to Trick's development, thereby impacting support for ISS training.A disruption may cause training load releases to be delayed or possibly not delivered at all. A disruption in development could also result in delays in completing the TS21 training facility. TS21 has a compressed development schedule, in that the facility must be completed and training started a year prior to the decommission of the current Space Station Training Facility (SSTF). A disruption in the simulation development team could potentially cause unrecoverable delays in this already challenging schedule, and therefore poses technical and safety risks to the ISSP. L-3 Services, Inc. (L-3) is the current SSTC contractor performing engineering design, development, test, analysis, and real time operations support services for human spaceflight under the SSTC. Pursuant to FAR 6.302-1, NASA intends to extend the period of performance by seventeen months, from April 30, 2013, to September 30, 2014. It is vital that NASA maintain a stable and continuous contractor workforce to avoid potentially severe and serious impacts to the TS21 facility and to the safety of the MPCV and ISS programs. NASAs contracting strategy includes the follow-on competitive award of another contract in the Fiscal Year 2014 time frame. The increase in the current contract Indefinite Delivery Indefinite Quantity (IDIQ) ceiling and POP will allow current requirements to be addressed while a competition for a follow-on effort is conducted. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 15, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
