- The Consumer Financial Protection Bureau (CFPB) intends to solicit proposals that will result in the issuance of an Indefinite-Delivery, Indefinite Quantity contract for "STUDIES ON THE COSTS OF COMPLIANCE WITH CONSUMER FINANCIAL SERVICES REGULATIONS." The goals of the studies are to collect concrete and reliable data, and perform evidence-based analysis on compliance costs as they relate to existing- new-, and/or potential/proposed consumer regulations. The studies are expected to cover various issues regarding compliance costs at consumer financial services providers. In addition, the Contractor shall prepare analyses based on the data and information gathered from various collections. Along with analyses the Contractor proposes, the Bureau may also ask the Contractor to examine particular issues related to compliance costs. The ideal Contractor shall have the capacity and resources to collect information from representative samples of various consumer financial market segments, using (methods including, but may not be limited to) surveying and on-site collections. The ideal Contractor shall also have high-level expertise in economics and industrial organization. The Contractor will be responsible for developing the instruments used to gather the appropriate information, with heavy input from Bureau staff. Contractors that have previously executed projects and studies addressing compliance costs at consumer financial service providers (both depositories and non-depositories) are encouraged to submit proposals in response to the RFP. To receive a copy of the solicitiation, interested parties must contact the Contracting Officer at the email address indicated herein. Issuance of the RFP is anticipated in June 2012.
