Description
The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire Pediatric/Neonatal Critical Transport Services and transport of non-critical neonates (infants under 28 days old) for the Naval Medical Center Portsmouth (NMCP), Virginia. It is anticipated that during a twelve (12) month period there will be a need for approximately 100 pediatric and neonatal ambulance transports to and from NAVMEDCEN Portsmouth, VA. Ambulance Transport Services shall be provided 24 hours a day, 7 days a week, 365 days a year, within a 75-mile radius of NMCP. Services shall include: 1) transport services between the contractor and NMCP, 2) transport services between NMCP and other hospitals within the 75 mile radius included in the contract, 3) transport services between the contractor and other hospitals within the 75 mile radius included in the contract, and 4) transport services between other hospitals located within the 75 mile radius included in the contract. The ambulance transportation team must consist of an RN, a Respiratory Therapist and Emergency Medical Technician/Emergency Vehicle Operator. FLC ™s intent is to process this procurement on a sole source basis to Children ™s Hospital of the King ™s Daughters, Norfolk, Virginia. FLC ™s intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 15 (Contract by Negotiation) procedures. The Period of Performance is from 01 October 2012 through 30 September 2013, plus two one-year options ending 30 September 2015, if all options are exercised. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 08 June 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is being processed as Unrestricted- -Full and Open. The solicitation will be made available electronically upon its release to www.neco.navy.mil.
