Description
Solicitation SP0600-12-R-0515 to include all attachments. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101. This is a Request for Proposals (RFP) intended to award a single contract based on FAR 6.1 Full and Open Competition. The Defense Logistics Agency - Energy intends to issue a Firm-Fixed-Price (FFP) Requirements contract. The Period of Performance (PoP) is for 1 base year (1 December, 2012 - 30 November, 2013) and 4 option years (1 December, 2013 - 30 December, 2017). These services that DLA - Energy is requesting are in support of military and contractor operations. The purpose of this solicitation is to provide a description of the scope and tasks required of a contractor that will provide inspection / laboratory testing and border operations for products on behalf of the United States Government / DLA Energy. Support will take place in multiple areas of concern located in Pakistan. INSP - Contractor will perform Inspection / Witnessing of Petroleum Tank Truck, Pipeline, Other Conveyances and Facilities and Equipment for Quantity Determination, Sampling, and Other Inspection Tasks in Accordance with the Performance Work. LABS - Contractor will perform Inspection / Witnessing of Petroleum Product Acceptance, Custody Transfer, Quality Surveillance Laboratory Testing in accordance with the Performance Work Statement. INSP (BORDER) - Contractor will perform Inspection / Witnessing of Supply Chain Conveyances at Border Crossings and Staging Areas in accordance with the Performance Work Statement per conveyance. INSP - Contractor will perform Inspection / Witnessing of Supply Chain Conveyances at Border Crossings and Staging Areas in accordance with the Performance Work Statement per conveyance. Industry participants interested in this requirement can submit their questions until 25 June, 2012, 3:00 pm EST as indicated in the instructions to offerors. This notice will close on 16 July, 2012, 3:00 p.m. EST. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be considered.
