Description

The Naval Surface Warfare Center Panama City intends to solicit Garlock Sealing Technologies LLC, 250 Portwall, Houston, TX 77029 on a sole source basis for the acquisition of Shaft Seal Assemblies for the SEAL Delivery Vehicle (SDV). The components being acquired are ten (10) Shaft Seal Assembly (Vendor P/N 229684). This procurement is sole source for the following reasons. The SDV is a NAVSEA Certified System. Garlock is the Original Equipment Manufacturer (OEM) of the Shaft Seal Assembly. As the OEM, Garlock is the only approved source of the Shaft Seal Assembly. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing the SDV. Substitution of components is not authorized without the expressed permission of the approving authority. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responsible sources may submit a response for consideration to the agency point of contact at: tim.e.reed1@navy.mil. The basis of award is a fair and reasonable price to the Government. Award of action will be on or about 29 June 2012. These units will be delivered to the Naval Support Activity “ Panama City, Receiving Officer, 101 Vernon Avenue, Panama City Beach, FL 32407.
